【摘要】：能否正確處理干部改革創(chuàng)新工作中所犯的錯(cuò)誤是關(guān)系到改革能否繼續(xù)前行的重大問(wèn)題。要建立健全容錯(cuò)糾錯(cuò)機(jī)制,給改革創(chuàng)新者撐腰鼓勁,激發(fā)廣大干部愿干事、敢干事、能干成事的熱情。把建立容錯(cuò)機(jī)制和建立糾錯(cuò)機(jī)制結(jié)合起來(lái),才能避免重大損失的出現(xiàn)。建立健全干部改革創(chuàng)新工作中的容錯(cuò)糾錯(cuò)機(jī)制是一項(xiàng)系統(tǒng)工程,關(guān)鍵在于完善制度,創(chuàng)造環(huán)境;重點(diǎn)在于明確界定容錯(cuò)糾錯(cuò)的內(nèi)容,科學(xué)合理地設(shè)置容錯(cuò)糾錯(cuò)的程序。建立容錯(cuò)糾錯(cuò)機(jī)制要注重公開透明,建立健全申訴救濟(jì)機(jī)制,積極營(yíng)造鼓勵(lì)改革創(chuàng)新的政治生態(tài)環(huán)境。
[Abstract]:Whether we can correctly deal with the mistakes made in the work of cadres' reform and innovation is a major problem related to whether the reform can go on or not. It is necessary to establish and improve fault-tolerant and error-correcting mechanisms, support innovators and inspire cadres to be willing to do things, dare to do things, and be capable of doing things. Only by combining fault-tolerant mechanism with error-correcting mechanism can the occurrence of heavy losses be avoided. It is a systematic project to establish and perfect the fault-tolerant and error-correcting mechanism in the reform and innovation of cadres, the key lies in perfecting the system and creating the environment, and the emphases lie in clearly defining the content of fault-tolerant and error-correcting and setting up the program of fault-tolerant and error-correcting scientifically and reasonably. To establish fault-tolerant and error-correcting mechanism, we should pay attention to openness and transparency, establish and perfect the mechanism of complaint and remedy, and actively create a political ecological environment that encourages reform and innovation.
