【摘要】：2014年10月,在黨的群眾路線教育實踐活動總結(jié)大會上,習(xí)近平總書記進(jìn)一步提出了全面推進(jìn)從嚴(yán)治黨的要求,并對全面推進(jìn)從嚴(yán)治黨進(jìn)行了部署。黨的十八屆三中全會《決定》指出,落實黨風(fēng)廉政建設(shè)責(zé)任制,黨委負(fù)主體責(zé)任,紀(jì)委負(fù)監(jiān)督責(zé)任。因此,加強領(lǐng)導(dǎo),落實責(zé)任成為做好黨風(fēng)廉政建設(shè)工作的前提條件,“兩個責(zé)任”的提出又把國家對黨風(fēng)廉政建設(shè)的要求推向了更高的層次。紀(jì)委落實監(jiān)督責(zé)任是新時期全面從嚴(yán)治黨的需要,是進(jìn)一步落實“兩個責(zé)任”、深化“三轉(zhuǎn)”的需要,是檢驗機關(guān)黨建在新常態(tài)下走在前、作表率的重要標(biāo)志。本文以全面從嚴(yán)治黨視域下XZ市紀(jì)委監(jiān)督責(zé)任落實機制為研究主題,以權(quán)責(zé)一致理論為理論工具,對XZ市紀(jì)委監(jiān)督責(zé)任的落實機制及其運行展開研究。論證從全面從嚴(yán)治黨與強化紀(jì)委監(jiān)督責(zé)任的相關(guān)性展開,認(rèn)為,全面從嚴(yán)治黨既是我們黨長期發(fā)展的歷史經(jīng)驗,也是當(dāng)前新形勢下的客觀需要,而全面從嚴(yán)治黨要求強化紀(jì)委的監(jiān)督責(zé)任。以XZ市為案例。闡述了全面從嚴(yán)治黨下XZ市紀(jì)委監(jiān)督責(zé)任落實在一系列機制運行上,包括推行“三函兩報告”制度、健全紀(jì)委監(jiān)督責(zé)任保障制度、明察暗訪抓好“八項規(guī)定”以及加強內(nèi)部監(jiān)督管理等。但同時,又通過問卷調(diào)查和訪談以及筆者的身感體受,揭示了上述機制運行中存在的問題,并對影響紀(jì)委監(jiān)督責(zé)任落實機制運行的制約因素展開分析,認(rèn)為,權(quán)責(zé)意識不強、責(zé)任內(nèi)容模糊、責(zé)任履行方式方法不足、責(zé)任落實乏力等因素制約紀(jì)委監(jiān)督責(zé)任的落實及其機制運行。最后,提出完善XZ市紀(jì)委監(jiān)督責(zé)任落實機制的有效途徑是不可缺少的內(nèi)容。包括借鑒其他地方紀(jì)委監(jiān)督責(zé)任落實機制的運作經(jīng)驗,諸如,“指標(biāo)上不封頂”、責(zé)任追究終身制等;又特別指出創(chuàng)新XZ市紀(jì)委監(jiān)督責(zé)任的落實機制,比如,創(chuàng)新“干部溝通交流機制”、“合理授權(quán)”與“履行職責(zé)”、“查防一體化”以及反饋、匯報、溝通三位一體,構(gòu)成聯(lián)動機制等。
[Abstract]:In October 2014, at the summing up of the Party's mass line education practice, General Secretary Xi Jinping further put forward the requirement of comprehensively promoting strict administration of the Party, and made plans to comprehensively promote strict administration of the Party. The "decision" of the third Plenary session of the 18th CPC Central Committee pointed out that in implementing the responsibility system for building a clean and honest government, the party committee shall bear the main responsibility and the discipline inspection committee shall bear the responsibility for supervision. Therefore, strengthening the leadership and carrying out the responsibility has become a prerequisite for the construction of a clean and honest party style, and the "two responsibilities" have pushed the requirements of the country to a higher level for the construction of a clean and honest party style. The implementation of the supervision responsibility of the discipline Inspection Commission is the need of administering the Party in an all-round and strict manner in the new period, the need to further implement the "two responsibilities" and the need to deepen the "three turns", and is an important sign that the party building of the inspection organs is ahead of the new normal state and set an example. This paper focuses on the implementation mechanism of supervision responsibility of XZ Municipal discipline Inspection Commission from the perspective of comprehensive and strict administration of the Party, and studies the implementation mechanism and operation of the supervision responsibility of XZ City discipline Inspection Commission with the theory of consistency of power and responsibility as the theoretical tool. From the correlation between the comprehensive and strict administration of the party and the strengthening of the supervisory responsibility of the discipline Inspection Commission, it is argued that the comprehensive and strict administration of the party is not only the historical experience of our party's long-term development, but also the objective need under the current new situation. And comprehensive strict administration of the Party requires strengthening the discipline Inspection Commission's supervisory responsibility. Take XZ City as a case study. It is expounded that the implementation of the supervision responsibility of XZ City discipline Inspection Commission under the comprehensive and strict administration of the Party is carried out in a series of mechanisms, including the implementation of the "three letters and two reports" system, and the improvement of the supervision responsibility guarantee system of the discipline Inspection Commission. Clear and secret visits to grasp the "eight provisions" and strengthen internal supervision and management. But at the same time, through questionnaire survey and interview, the author reveals the problems in the operation of the above mechanism, and analyzes the restrictive factors that affect the implementation mechanism of the supervision responsibility of the discipline Inspection Commission. The author thinks that the sense of power and responsibility is not strong. Some factors, such as vague content of responsibility, insufficient ways and methods of fulfilling responsibility and weak implementation of responsibility, restrict the implementation of supervision responsibility and its mechanism operation of discipline Inspection Commission. Finally, it is necessary to put forward an effective way to perfect the supervision responsibility mechanism of XZ City discipline Inspection Commission. Including learning from the operational experience of the supervisory responsibility implementation mechanism of other local discipline inspection commissions, such as, "not capping the targets" and the system of accountability for life, etc. It also points out that the implementation mechanism of the supervisory responsibility of the XZ Municipal discipline Inspection Commission has been innovated, such as, Innovating "cadre communication and communication mechanism", "reasonable authorization" and "performing duty", "investigation and defense integration" and "feedback, reporting and communication" constitute the linkage mechanism.
