【摘要】：從當下中國的現(xiàn)實情況看,官員消極觀望式的"不作為"可能與對未來政治信心不足、反腐敗高壓之下對未來預(yù)期不明、政策轉(zhuǎn)型需要適應(yīng)期等要素有關(guān)。要改變這種境況,恐怕需要針對不同可能性制定相應(yīng)的方案,要采取一系列切實的行動,增強官員的政策信心,明確官員未來預(yù)期,縮短政策轉(zhuǎn)型的適應(yīng)期。
[Abstract]:Judging from the current situation in China, officials' passive "inaction" may be related to the lack of political confidence in the future, the uncertainty of future expectations under the anti-corruption pressure, and the need for policy transformation to adapt to such factors as the period of adaptation. To change this situation, it is necessary to formulate corresponding plans for different possibilities, to take a series of practical actions to enhance officials' policy confidence, to clarify officials' future expectations, and to shorten the adaptation period of policy transformation.
