【摘要】：廉政建設(shè)工作一直是國(guó)家工作的重中之重。腐敗等不廉潔的行政行為,侵害社會(huì)公共權(quán)力和人民公共利益,影響政府部門的工作效率和服務(wù)質(zhì)量,弱化政府的公共威信力和公正廉潔的形象。我國(guó)對(duì)發(fā)生的廉政問(wèn)題都是嚴(yán)厲處置,絕不姑息。隨著社會(huì)經(jīng)濟(jì)的發(fā)展,我國(guó)的腐敗等不廉潔的行政行為呈現(xiàn)出越來(lái)越隱蔽的趨勢(shì),預(yù)防腐敗等廉政工作的開展受到一定阻礙。所以,廉政風(fēng)險(xiǎn)防控機(jī)制為我國(guó)的廉政建設(shè)工作提供了新的思路,創(chuàng)新了預(yù)防腐敗的方法。但目前我國(guó)的廉政風(fēng)險(xiǎn)防控機(jī)制仍處在起步階段,機(jī)制制度等不很健全,具體落實(shí)過(guò)程中存在不足。本文針對(duì)我國(guó)廉政風(fēng)險(xiǎn)防控機(jī)制的建設(shè)和實(shí)施過(guò)程中出現(xiàn)的問(wèn)題,進(jìn)行相關(guān)的原因分析,并在借鑒國(guó)外優(yōu)秀成功經(jīng)驗(yàn)和結(jié)合我國(guó)實(shí)際的基礎(chǔ)上,提出完善我國(guó)廉政風(fēng)險(xiǎn)防控機(jī)制的對(duì)策建議。本文共由緒論、四章正文內(nèi)容和結(jié)語(yǔ)三個(gè)部分內(nèi)容組成。第一章緒論部分,說(shuō)明了選題的背景和意義、國(guó)內(nèi)外研究現(xiàn)狀、研究基本思路和主要內(nèi)容等內(nèi)容。正文部分,第二章概述了廉政風(fēng)險(xiǎn)防控機(jī)制的相關(guān)理論,包括風(fēng)險(xiǎn)和廉政風(fēng)險(xiǎn)的概念、廉政風(fēng)險(xiǎn)防控機(jī)制的內(nèi)涵、創(chuàng)新廉政風(fēng)險(xiǎn)防控機(jī)制的理論依據(jù)和意義;第三章分析了我國(guó)廉政風(fēng)險(xiǎn)防控機(jī)制的建設(shè)現(xiàn)狀,現(xiàn)階段存在的問(wèn)題,及這些問(wèn)題出現(xiàn)的原因;第四章,從法律體系、監(jiān)督體系、政府行政管理制度、國(guó)家廉政文化等四個(gè)方面,介紹了瑞典、新加坡、新西蘭等國(guó)際公認(rèn)廉潔國(guó)家,在廉政建設(shè)方面的成功實(shí)踐及對(duì)我國(guó)的啟示;第五章,在結(jié)合我國(guó)實(shí)際國(guó)情和國(guó)外的經(jīng)驗(yàn)啟示的基礎(chǔ)上,針對(duì)我國(guó)在廉政風(fēng)險(xiǎn)防控機(jī)制的建設(shè)實(shí)踐中出現(xiàn)的問(wèn)題,提出三大點(diǎn)對(duì)策建議,以期對(duì)建設(shè)我國(guó)的廉政風(fēng)險(xiǎn)防控機(jī)制提供理論幫助。
[Abstract]:The construction of a clean government has always been the top priority of national work. Corruption and other incorruptible administrative acts infringe upon the public power and public interests of the people, affect the work efficiency and service quality of government departments, and weaken the public prestige and the image of fairness and integrity of the government. The problem of clean government in our country is dealt with harshly and will not be tolerated. With the development of social economy, corruption and other incorruptible administrative behaviors in our country show a more and more covert trend, and the development of clean and honest work such as prevention of corruption is hindered to some extent. Therefore, the mechanism of clean government risk prevention and control provides a new idea for the construction of clean government in our country, and innovates the method of preventing corruption. However, the mechanism of clean government risk prevention and control in our country is still in its infancy, the mechanism and system are not perfect, and there are some deficiencies in the concrete implementation process. According to the problems in the construction and implementation of the clean government risk prevention and control mechanism in our country, this paper analyzes the relevant reasons, and on the basis of drawing lessons from foreign excellent successful experience and combining with the reality of our country, The countermeasures and suggestions for perfecting the mechanism of preventing and controlling the risk of clean government in China are put forward. This paper consists of three parts: introduction, four chapters and conclusion. The first chapter introduces the background and significance of the topic, the current research situation at home and abroad, the basic ideas and main contents. The second chapter summarizes the relevant theories of clean government risk prevention and control mechanism, including the concept of risk and clean government risk, the connotation of clean government risk prevention and control mechanism, the theoretical basis and significance of innovation clean government risk prevention and control mechanism; The third chapter analyzes the current situation of the construction of clean government risk prevention and control mechanism, the existing problems at the present stage, and the causes of these problems. Chapter four, from the legal system, the supervision system, the government administration system, the fourth chapter, from the legal system, the supervision system, the government administration system, This paper introduces the successful practice in the construction of clean government in Sweden, Singapore, New Zealand and other internationally recognized clean and honest countries, and its enlightenment to our country. On the basis of combining the actual situation of our country and the experience and enlightenment of foreign countries, in view of the problems in the construction practice of clean government risk prevention and control mechanism in our country, three major countermeasures and suggestions are put forward. In order to build our country's clean government risk prevention and control mechanism to provide theoretical help.
