【摘要】：求木之長者,必固其根本。基層黨的組織作為中國共產(chǎn)黨的組織基礎(chǔ),它的作用獨一無二、不可替代。我們只有把各個基層黨的組織建設(shè)得堅強有力,中國共產(chǎn)黨作為一個整體才能生機勃勃,黨的執(zhí)政地位才能堅如磐石,黨的偉大事業(yè)才能蓬勃向上。不管是主政一方,還是掌舵全國,習近平一貫十分看重基層黨的組織的建設(shè)工作。不管是在各地調(diào)研時,還是在相關(guān)會議上,習近平始終強調(diào)要增強基層黨的組織建設(shè),使基層黨的組織成為堅強的戰(zhàn)斗堡壘。擔任中央總書記后,習近平從新的歷史特點的偉大斗爭著眼,從鞏固黨的執(zhí)政基礎(chǔ)著眼,把基層黨的組織建設(shè)工作引向了深處、引向了細處,為我們在新形勢下加強基層黨的組織建設(shè)的工作明示了方向。習近平基層黨的組織建設(shè)思想不是憑空產(chǎn)生的,馬列經(jīng)典黨建思想是習近平基層黨的組織建設(shè)思想的理論淵源,中華文化傳統(tǒng)是其思想的重要資鑒,基層黨組織的現(xiàn)實困境則為其思想的產(chǎn)生提供了現(xiàn)實基礎(chǔ)。習近平著眼于“全面從嚴治黨”的整體設(shè)計,高度重視基層黨的組織建設(shè),他將理論與實際相結(jié)合,站在建設(shè)全黨的高度,明確了基層黨組織的地位、作用,明確基層黨的組織建設(shè)的任務(wù)、目標,并對如何建設(shè)基層黨的組織給出了具體措施。習近平基層黨的組織建設(shè)思想繼承和創(chuàng)新了黨的建設(shè)理論,并具有自己獨特的特征:以問題為導向,解決基層黨組織存在的問題;以制度為保障,扎緊基層黨組織建設(shè)的籠子;以制度為保障,提升基層黨組織建設(shè)的效率;以服務(wù)為宗旨,加強基層服務(wù)型黨組織的建設(shè)。從理論價值上說,習近平基層黨的組織建設(shè)思想承繼發(fā)展了馬克思主義黨建理論;從實踐意義上看,習近平基層黨的組織建設(shè)思想既為基層黨的組織建設(shè)工作提供了行動指南,又夯實了中國共產(chǎn)黨的執(zhí)政基礎(chǔ)。
