【摘要】：黨群關(guān)系問(wèn)題始終是我們黨革命與執(zhí)政的根本政治問(wèn)題,但黨群關(guān)系是歷史的、發(fā)展的。革命年代我們黨密切聯(lián)系群眾、依靠群眾取得了勝利,其成功之道關(guān)鍵在于牢固樹(shù)立群眾觀點(diǎn)、走群眾路線、維護(hù)與實(shí)現(xiàn)群眾利益、發(fā)揚(yáng)優(yōu)良作風(fēng)。隨著黨的歷史方位的變化、"革命黨"向"執(zhí)政黨"的轉(zhuǎn)型,人民群眾也在變化:已從封建時(shí)代的"臣民"發(fā)展成為新時(shí)代的獨(dú)立"公民",從計(jì)劃經(jīng)濟(jì)時(shí)代的"單位人"轉(zhuǎn)變成為市場(chǎng)經(jīng)濟(jì)時(shí)代的"社會(huì)人",從封閉年代的"封閉人"轉(zhuǎn)變成為信息時(shí)代的"信息人"。黨與群眾的變化必然導(dǎo)致黨群關(guān)系態(tài)勢(shì)變化與關(guān)系重構(gòu)。新時(shí)期要正確處理黨群關(guān)系,必須將群眾路線貫徹到治黨理政的各民主環(huán)節(jié),實(shí)現(xiàn)黨群關(guān)系的民主化、制度化、常態(tài)化。
[Abstract]:The relationship between the Party and the masses is always the fundamental political issue of our Party's revolution and ruling, but the relationship between the Party and the masses is historical and developing. In the revolutionary era, our Party closely contacted the masses and won victory by relying on the masses. The key to its success lies in firmly establishing the mass viewpoint, following the mass line, safeguarding and realizing the interests of the masses, and carrying forward the fine style of work. With the change of the historical position of the Party, the "Revolutionary Party" has been transformed into the "ruling party". The masses are also changing: they have changed from "subjects" in the feudal era to independent "citizens" in the new era, from "unit people" in the era of planned economy to "social people" in the era of market economy, from "social people" in the era of closure. " The closed person "transforms into the information person in the information age." The change of the Party and the masses will inevitably lead to the change and reconstruction of the relationship between the Party and the masses. In order to deal with the relationship between the Party and the masses correctly in the new period, we must carry out the mass line to the democratic links of managing the party and the government, and realize the democratization, institutionalization and normalization of the relationship between the party and the masses.
