基于AHP法的中山市組工干部素質(zhì)測(cè)評(píng)與對(duì)策研究

【摘要】:隨著建設(shè)服務(wù)型政府工作的不斷深化,廣大群眾對(duì)政府工作的關(guān)注度和服務(wù)要求越來越高,對(duì)政府公共服務(wù)和干部有了更高的要求。而組工干部作為干部隊(duì)伍的管理及引導(dǎo)者,在政府公共服務(wù)及干部隊(duì)伍建設(shè)中發(fā)揮至關(guān)重要的作用。組工干部的政治素質(zhì)如何,不僅關(guān)系到組織工作的效率和質(zhì)量,而且對(duì)廣大黨員和干部的行為取向有著不容忽視的影響,因此,要建設(shè)一支高素質(zhì)的組工干部隊(duì)伍。組織部門特定的職能,決定了組工干部不僅必須具備做一個(gè)普通黨員和一般干部的基本素質(zhì),而且應(yīng)當(dāng)有更高的素質(zhì)要求。本文從建立組工干部的勝任力特征模型入手,將定性與定量問題相結(jié)合,在當(dāng)前經(jīng)濟(jì)轉(zhuǎn)型升級(jí)和反腐倡廉的大形勢(shì)下,運(yùn)用科學(xué)的評(píng)估方法,建立組工干部的素質(zhì)評(píng)估體系。論文以組工干部素質(zhì)評(píng)估體系為研究課題,以廣東省中山市所屬組工干部為研究對(duì)象,運(yùn)用問卷測(cè)評(píng)和層次分析法,在整理文獻(xiàn)的基礎(chǔ)上提出組工干部的素質(zhì)模型,并針對(duì)這些素質(zhì)建立AHP模型(層次分析法模型)進(jìn)行測(cè)評(píng)。論文主要基于AHP的組工干部素質(zhì)評(píng)估體系研究展開深入的分析探討和研究。主要分以下幾部分:第一部分:緒論。主要闡述了論文的選題背景與意義、國內(nèi)外研究綜述,以及研究內(nèi)容、方法與創(chuàng)新。第二部分:相關(guān)概念界定和理論基礎(chǔ)。主要對(duì)組工干部的相關(guān)概念進(jìn)行闡述,如需要層次理論、雙因素理論、新公共服務(wù)理論等。并闡明了組工干部所處的地位和特點(diǎn),做好組工干部素質(zhì)評(píng)估的意義。第三部分:基于AHP法的中山市組工干部素質(zhì)測(cè)評(píng)體系。主要運(yùn)用層次分析法(AHP)對(duì)組工干部進(jìn)行考核評(píng)估,建立相關(guān)數(shù)據(jù)模型進(jìn)行測(cè)評(píng)問卷數(shù)據(jù)的計(jì)算處理,并對(duì)最終評(píng)價(jià)結(jié)果展開分析。第四部分:中山市組工干部素質(zhì)的現(xiàn)狀與問題。以中山市組工干部為測(cè)評(píng)對(duì)象,以問卷測(cè)評(píng)法形式展開相關(guān)問題測(cè)評(píng)并進(jìn)行測(cè)評(píng)結(jié)果分析。最終根據(jù)測(cè)評(píng)結(jié)果指明組工干部素質(zhì)隊(duì)伍建設(shè)中存在的系列問題。第五部分:導(dǎo)致中山市組工干部素質(zhì)建設(shè)各項(xiàng)問題的原因。運(yùn)用層次分析法展開了對(duì)組工干部素質(zhì)建設(shè)的各項(xiàng)問題進(jìn)行實(shí)證分析。第六部分:組工干部素質(zhì)建設(shè)的國內(nèi)外經(jīng)驗(yàn)。詳細(xì)闡述了國內(nèi)外組工干部素質(zhì)建設(shè)經(jīng)驗(yàn)。第七部分:提升組工干部素質(zhì)的對(duì)策建議。根據(jù)第四部分所提出的現(xiàn)階段中山市各區(qū)域組工干部隊(duì)伍素質(zhì)建設(shè)存在的系列問題,有針對(duì)性的提出改善隊(duì)伍素質(zhì)的對(duì)策建議。從加強(qiáng)黨委的堅(jiān)強(qiáng)領(lǐng)導(dǎo)和組織保障、加強(qiáng)組織部門和組工干部自身的努力、加強(qiáng)與群眾聯(lián)系促進(jìn)工作作風(fēng)轉(zhuǎn)變?nèi)蠓矫嬲归_論述。第八部分:總結(jié)。對(duì)本文的研究展開總結(jié)論述。評(píng)估結(jié)果不僅能反映單個(gè)個(gè)體的素質(zhì)情況,還能反映整體組工干部所具備的素質(zhì)和以后應(yīng)培養(yǎng)的方向,以達(dá)到更好的提升組工干部素質(zhì),為建設(shè)中國夢(mèng)強(qiáng)國富民選擇德才兼?zhèn)涓刹康牧己眯Ч?br/>[Abstract]:With the continuous deepening of the construction of service-oriented government work, the masses pay more and more attention to government work and service requirements, and have higher requirements for government public services and cadres. As the management and guide of the cadre team, the group worker cadre plays an important role in the government public service and the construction of the cadre team. The political quality of the group cadres is not only related to the efficiency and quality of the organization work, but also has a great influence on the behavior orientation of the party members and cadres. Therefore, it is necessary to build a contingent of high-quality formation workers. The specific function of the organization department determines that the organization cadres must not only have the basic qualities of being an ordinary party member and general cadres, but also have higher quality requirements. This paper starts with the establishment of the competency characteristic model of the group workers, combines the qualitative and quantitative problems, and establishes the quality evaluation system of the group workers by using the scientific evaluation method under the general situation of the current economic transformation and upgrading and combating corruption and advocating a clean government. This paper takes the quality evaluation system of the group worker cadres as the research subject, takes the group workers of Zhongshan City, Guangdong Province as the research object, uses the questionnaire evaluation and the analytic hierarchy process, and puts forward the quality model of the group worker cadres on the basis of sorting out the literature. The AHP model (Analytic hierarchy process Model) is established to evaluate these qualities. Based on the research of AHP, the quality evaluation system of the cadre is analyzed and studied in depth in this paper. It is divided into the following parts: the first part: introduction. This paper mainly describes the background and significance of the topic, the domestic and foreign research review, as well as the research content, methods and innovation. The second part: the definition of relevant concepts and theoretical basis. This paper mainly expounds the related concepts of the formation cadres, such as the theory of hierarchy of needs, the theory of two factors, the theory of new public service, and so on. It also expounds the status and characteristics of the cadres, and the significance of evaluating the quality of the cadres. The third part: based on AHP method, Zhongshan formation cadre quality evaluation system. This paper mainly uses Analytic hierarchy process (AHP) to assess and evaluate the cadres of the group workers, establishes the relevant data model to calculate and deal with the data of the questionnaire, and analyzes the final evaluation results. Part four: the present situation and problems of the quality of the formation cadres in Zhongshan City. Taking the group worker cadres in Zhongshan City as the object of evaluation, the related problems were evaluated by questionnaire and the results were analyzed. Finally, according to the evaluation results, the author points out a series of problems existing in the construction of quality team. Part V: the causes of the problems in the construction of the quality of the cadres in Zhongshan City. This paper makes an empirical analysis on the quality construction of the cadres by using the Analytic hierarchy process (AHP). The sixth part: the domestic and foreign experience of building the quality of the working cadres. The experience of quality construction of organizing cadres at home and abroad is expounded in detail. The seventh part: the countermeasures and suggestions to improve the quality of group cadres. According to the series of problems existing in the construction of the contingent quality of the formation cadres in Zhongshan at the present stage, the fourth part puts forward the countermeasures and suggestions to improve the quality of the contingent. This paper discusses from three aspects: strengthening the strong leadership and organizational guarantee of the Party committee, strengthening the efforts of the organization departments and cadres themselves, strengthening the contact with the masses and promoting the transformation of the work style. Part eight: summary. The research in this paper is summarized and discussed. The evaluation results can not only reflect the individual quality, but also reflect the quality of the whole group worker and the direction to be cultivated in the future, so as to improve the quality of the group worker. In order to build the Chinese Dream power rich and the people choose the good effect of both moral and talented cadres.
