隨著革新開(kāi)放和社會(huì)主義市場(chǎng)經(jīng)濟(jì)的逐步建立和發(fā)展，，特別是隨著城市建設(shè)和管理重心的下移，城市社會(huì)結(jié)構(gòu)和利益格局發(fā)生了深刻變化。原有企事業(yè)單位承擔(dān)的社會(huì)職能逐漸剝離；公共性事務(wù)進(jìn)入社區(qū)；大量無(wú)行政主管、無(wú)明確掛靠關(guān)系的新經(jīng)濟(jì)組織和大量流動(dòng)黨員的涌現(xiàn)，使原來(lái)黨的組織系統(tǒng)的制約能力削弱，出現(xiàn)了許多空白和盲區(qū)。黨面臨著如何從單位制的組織基礎(chǔ)轉(zhuǎn)向社區(qū)制的組織基礎(chǔ)、如何從領(lǐng)導(dǎo)組織層面向基層組織層面轉(zhuǎn)移的挑戰(zhàn)。在這種社會(huì)重大變遷情況下，必須加強(qiáng)社區(qū)黨的建設(shè)，以鞏固黨的執(zhí)政基礎(chǔ)。研究社區(qū)黨建，從實(shí)質(zhì)上講，是研究如何鞏固政權(quán)，保持社會(huì)穩(wěn)定，研究黨的領(lǐng)導(dǎo)機(jī)關(guān)與社會(huì)基層的細(xì)胞之間如何在新的基礎(chǔ)上構(gòu)建一個(gè)科學(xué)的關(guān)系，達(dá)到社會(huì)協(xié)調(diào)有序的發(fā)展。 社區(qū)黨建工作是一項(xiàng)復(fù)雜的系統(tǒng)工程。本文從社區(qū)黨建工作的一般理論性?xún)?nèi)涵出發(fā)，闡述了社區(qū)黨建的概念、特點(diǎn)、戰(zhàn)略地位和重大意 義；從我國(guó)社會(huì)轉(zhuǎn)型對(duì)社區(qū)黨建工作的影響及戰(zhàn)略位移的理由淺析淺析入手，提出了社會(huì)轉(zhuǎn)型時(shí)期要構(gòu)建以街道黨工委為核心，以居民區(qū)黨支部為基礎(chǔ)，以社區(qū)內(nèi)各類(lèi)黨組織的聯(lián)動(dòng)為網(wǎng)絡(luò)，以社區(qū)內(nèi)的黨員為主體，以各類(lèi)社會(huì)團(tuán)體、社區(qū)組織及居民群眾共同參與為依托的社區(qū)大黨建工作格局。并圍繞構(gòu)筑社區(qū)黨建工作新格局的目標(biāo)取向、機(jī)制調(diào)整、載體創(chuàng)新、黨務(wù)工作者和黨員素質(zhì)提升等四個(gè)亟需解決的不足，進(jìn)行了進(jìn)一步的淺析淺析和闡述，提出了具體的解決辦法。

【Abstract】 With the reformation and opening as well as the building and development of the socialism market economy, especially with the city construction and the moving down of the authorities of the government administration, the city social structure and benefit situation have changed profoundly. The Communist Party is facing to many challenges such as how to transform the organization foundation from the unit system to the community system and so on. Therefore, it seems particularly important to study the community party building.The work of the Communist Party building in the community is a complicated systems engineering. This paper sets forth the concept, characteristic, strategic position and significance of the Communist Party building in the community, which based on the general theories of the Communist Party building, it also analyzes the reasons of the strategic change and studies the influence of the work of the Communist Party building because of the social conversion. Then this paper particularly points out that we should format a big situation on the Communist Party building which surrounding the core of the working committee of the Communist Party in the community, basing on the Communist Party branch in the community, netting with all types Party organizations, making the Party members as the principal part and joining commonly under all social groups, community organizations and residents. It researches in father four issues including the target tropism, mechanism adjustment, carrier innovation and diathesis upgrading of the Party members and other Party staff, and gives some concrete methods
