【摘要】：當(dāng)前,市場(chǎng)化、全球化與網(wǎng)絡(luò)化成為推動(dòng)基層黨建發(fā)展的社會(huì)邏輯力量,而國(guó)家治理現(xiàn)代化成為推動(dòng)基層黨建發(fā)展的政治邏輯力量�；谏鐣�(huì)結(jié)構(gòu)的轉(zhuǎn)型與群眾生存方式的多元化,作為政治建設(shè)與國(guó)家治理的基礎(chǔ)環(huán)節(jié),基層黨建發(fā)展必須以鞏固黨的群眾基礎(chǔ)與提高黨的領(lǐng)導(dǎo)的有效性作為根本政治訴求。為了達(dá)到這一目的,必須構(gòu)建復(fù)合型黨群關(guān)系,打造黨組織主導(dǎo)的多元合作社會(huì)治理模式。而無(wú)論是構(gòu)建復(fù)合型黨群關(guān)系還是打造黨組織主導(dǎo)的多元合作社會(huì)治理模式,都要求基層黨組織建構(gòu)樞紐型組織形態(tài)來(lái)予以承載。信息技術(shù)革命的到來(lái)為樞紐型黨組織形態(tài)的構(gòu)建提供了技術(shù)條件,探索運(yùn)用信息技術(shù)來(lái)推進(jìn)基層黨建發(fā)展的嘗試實(shí)際上是為全面推動(dòng)黨組織適應(yīng)網(wǎng)絡(luò)社會(huì)的組織形態(tài)轉(zhuǎn)型與升級(jí)提供經(jīng)驗(yàn)。
[Abstract]:At present, marketization, globalization and networking have become the social logic force to promote the development of grass-roots party building, while the modernization of national governance has become the political logical force to promote the development of grass-roots party building. Based on the transformation of social structure and the diversification of the way of existence of the masses, as the basic link of political construction and national governance, the basic political appeal for the development of grass-roots party construction must be to consolidate the mass foundation of the Party and to improve the effectiveness of the Party's leadership. In order to achieve this goal, it is necessary to build a compound relationship between the Party and the masses and to build a pluralistic cooperative social governance model led by the Party organizations. Whether it is to build a complex relationship between the Party and the masses or to build a multi-cooperative social governance model led by the Party organizations, it is necessary for the grass-roots party organizations to construct a pivotal organizational form to carry it. The arrival of the information technology revolution has provided technical conditions for the construction of the Hub Party Organization. The attempt of exploring the use of information technology to promote the development of party building at the grass-roots level is actually to provide experience for comprehensively promoting the Party organization to adapt to the transformation and upgrading of the organizational form of the network society.
