【摘要】：公共權(quán)力與執(zhí)政黨的邏輯關(guān)系表明全面從嚴(yán)治黨的實(shí)質(zhì)在于全面從嚴(yán)治權(quán)。從權(quán)力進(jìn)路的維度看,全面從嚴(yán)治黨的踐行路徑呈現(xiàn)為賦權(quán)、用權(quán)、治權(quán)的依次展開與相互銜接。在賦權(quán)階段全面從嚴(yán)治黨需要明確賦權(quán)取向、優(yōu)化賦權(quán)方式、規(guī)范賦權(quán)標(biāo)準(zhǔn)、加強(qiáng)賦權(quán)評(píng)估;在用權(quán)階段全面從嚴(yán)治黨需要實(shí)現(xiàn)權(quán)力運(yùn)行主體多元化、權(quán)力運(yùn)行法治化、權(quán)力運(yùn)行民主化、權(quán)力運(yùn)行集中化;在治權(quán)階段全面從嚴(yán)治黨需要做到權(quán)力的自我凈化、以民治權(quán)、以法治權(quán)的有機(jī)結(jié)合。以"賦權(quán)—用權(quán)—治權(quán)"為理論架構(gòu)研究全面從嚴(yán)治黨,有利于構(gòu)建新的研究范式以深化理論研究,有利于探索有效實(shí)現(xiàn)路徑以拓展實(shí)踐研究。
[Abstract]:The logical relationship between the public power and the ruling party shows that the essence of comprehensive strict administration of the party lies in the overall strict administration of power. From the perspective of the way of power, the practice path of ruling the Party in a comprehensive and strict way is presented as empowerment, use of power, power of governance in turn and mutual connection. It is necessary to make clear the orientation of empowerment, optimize the way of empowerment, standardize the criteria of empowerment and strengthen the evaluation of empowerment in the stage of comprehensive and strict administration of the party in the period of empowerment, and in the stage of using power, it is necessary to realize the diversification of the main body of power operation and the rule of law in the operation of power. The democratization of power operation and centralization of power operation, and the organic combination of self-purification of power, power by the people and the right by rule by law should be achieved in the stage of comprehensive and strict administration of power. Taking the theory framework of "empowerment-using power-governing power" as the theoretical framework, it is helpful to construct a new research paradigm to deepen the theoretical research and to explore the effective realization path to expand the practical research.
