【摘要】：黨內(nèi)巡視制度本質(zhì)上是中國共產(chǎn)黨在不同時期追求自身可持續(xù)性發(fā)展的生存戰(zhàn)略之一,巡視組及其前身是實現(xiàn)該戰(zhàn)略的重要組織依托和運行機制,確保黨組織和組織成員之間的目標函數(shù)一致。其組長規(guī)格配置與年齡分布、靈活多樣的履職手段、權(quán)限范圍與責任機制、"常規(guī)巡視"和"專項巡視"相結(jié)合聚焦于"一把手"等四個要素構(gòu)成了超強的巡視組反腐敗動力機制,使之具有發(fā)現(xiàn)高級官員違紀違法線索的卓越能力。然而,要想持續(xù)發(fā)揮其事后糾錯與懲罰手段的動力,巡視組反腐敗機制還需要在四個方面加強建設。
[Abstract]:The inner-party patrol system is essentially one of the survival strategies for the Communist Party of China to pursue its own sustainable development in different periods. The patrol group and its predecessor are the important organization and operating mechanism to realize the strategy. Ensure the consistency of objective functions between the Party organization and its members. Its group leader specifications and age distribution, flexible and diverse means of performing their duties, The scope of authority and responsibility mechanism, the combination of "regular inspection" and "special inspection" and focusing on the four elements of "top management" constitute the super strong anti-corruption motive mechanism of the inspection group, which makes it have the excellent ability to find out the clues of senior officials' violation of discipline and law. However, if we want to give full play to the power of correction and punishment, the anti-corruption mechanism of patrol team should be strengthened in four aspects.
