【摘要】：習(xí)近平在十八屆中央紀(jì)委第二次全會(huì)上指出:"要加強(qiáng)對(duì)權(quán)力運(yùn)行的制約和監(jiān)督,把權(quán)力關(guān)進(jìn)制度的籠子里,形成不敢腐的懲戒機(jī)制、不能腐的防范機(jī)制、不易腐的保障機(jī)制"。文章結(jié)合黨的建設(shè)科學(xué)化研究專題的學(xué)習(xí)討論,圍繞"把權(quán)力關(guān)進(jìn)制度的籠子里"這個(gè)課題作了研究探討,著重論述了其理性內(nèi)涵和實(shí)踐意義、打造制度籠子的基本要求、發(fā)揮制度作用的三個(gè)關(guān)鍵環(huán)節(jié)。
[Abstract]:Xi Jinping pointed out at the second plenary session of the 18th Central Disciplinary Commission: "it is necessary to strengthen the restriction and supervision on the operation of power, put power in the cage of the system, and form a punishment mechanism that does not dare to rot, a preventive mechanism that cannot rot, and a guarantee mechanism that is not perishable". Based on the study and discussion of the subject of scientific research on the party building, this paper discusses the subject of "putting power in a cage of the system", with emphasis on its rational connotation and practical significance, and on the basic requirements of building the institutional cage. Play the role of the system of three key links.
