【摘要】：陳云廉政思想是馬克思主義基本原理與中國(guó)具體實(shí)際相結(jié)合的產(chǎn)物,是對(duì)馬克思主義創(chuàng)造性的發(fā)展,是黨的兩代核心集體中不可缺少的組成部分,在毛澤東思想體系和鄧小平理論體系中占有重要的地位。研究、總結(jié)陳云廉政思想,對(duì)于新形勢(shì)下全面從嚴(yán)治黨有著重要的理論意義和現(xiàn)實(shí)意義。本文共分六章。第一章緒論分析了本研究的選題背景和研究意義,綜述了近年來國(guó)內(nèi)外專家、學(xué)者關(guān)于陳云廉政思想的相關(guān)研究,闡述了本研究的主要研究?jī)?nèi)容和研究方法。第二章理論性探索了廉政、廉政思想、陳云廉政思想的基本概念釋義,分析了陳云廉政思想的理論基礎(chǔ),包括中國(guó)古代的廉政思想、馬克思恩格斯的廉政思想以及毛澤東和鄧小平的廉政思想。第三章客觀性分析了陳云廉政思想的主觀條件、客觀環(huán)境、實(shí)踐基礎(chǔ)三個(gè)方面的形成背景以及陳云廉政思想的萌發(fā)時(shí)期、形成時(shí)期、發(fā)展時(shí)期、完善時(shí)期的發(fā)展歷程。第四章系統(tǒng)性闡述了陳云廉政思想的主要內(nèi)容,通過群眾是黨一切工作的主體、群眾工作的動(dòng)力和出發(fā)點(diǎn)是群眾利益、群眾的工作方法是調(diào)查研究三方面來做好群眾工作,通過嚴(yán)格遵守黨的紀(jì)律重要性、踐行黨的紀(jì)律要求、維護(hù)黨的紀(jì)律的嚴(yán)肅性來加強(qiáng)黨的紀(jì)律;通過開展共產(chǎn)主義理想信念教育、黨性教育、嚴(yán)懲腐敗行為、發(fā)揮領(lǐng)導(dǎo)干部表率作用來端正黨風(fēng);通過開展批評(píng)與自我批評(píng)、重視群眾監(jiān)督、貫徹民主集中制來加強(qiáng)民主監(jiān)督;通過恢復(fù)和建立紀(jì)檢機(jī)構(gòu)、領(lǐng)導(dǎo)制定黨規(guī)黨法、加強(qiáng)紀(jì)檢干部隊(duì)伍建設(shè)來加強(qiáng)制度建設(shè)。第五章創(chuàng)新性探索了陳云廉政思想的基本特征與歷史意義,闡述了陳云廉政思想的全局性與時(shí)代性、繼承性與創(chuàng)造性、務(wù)實(shí)性與前瞻性、科學(xué)性與辯證性相結(jié)合的基本特征以及豐富了學(xué)習(xí)型政黨的建設(shè)、指導(dǎo)了黨的干部隊(duì)伍建設(shè)、保證了社會(huì)主義建設(shè)和改革的順利進(jìn)行、推進(jìn)了馬克思主義政黨建設(shè)的重大歷史意義。第六章現(xiàn)實(shí)性論述了陳云廉政思想的當(dāng)代價(jià)值,通過開展共產(chǎn)主義理想信念教育、自覺遵守黨的紀(jì)律教育、提高共產(chǎn)黨員素質(zhì)教育來實(shí)現(xiàn)信仰強(qiáng)黨;通過牢記為人民服務(wù)宗旨、踐行黨的群眾路線、加強(qiáng)作風(fēng)建設(shè)來密切黨群關(guān)系;通過嚴(yán)明干部選拔任用制度、深化干部考評(píng)機(jī)制、健全干部責(zé)任追究制度來從嚴(yán)管理干部;通過加強(qiáng)國(guó)家廉政法規(guī)建設(shè)、強(qiáng)化黨內(nèi)廉政法規(guī)建設(shè)、完善行政法規(guī)建設(shè)來推進(jìn)制度建黨;通過監(jiān)督主體全面化、權(quán)力約束機(jī)制化、監(jiān)督手段剛性化來完善監(jiān)督體系,保障權(quán)利的正確運(yùn)行。
[Abstract]:Chen Yun's idea of a clean government is the product of the combination of the basic principles of Marxism and the concrete reality of China, the creative development of Marxism, and an indispensable part of the two generations of core collectives of the Party. It plays an important role in Mao Zedong's ideological system and Deng Xiaoping's theoretical system. It is of great theoretical and practical significance to study and summarize Chen Yun's thought of clean government. This paper is divided into six chapters. The first chapter analyzes the background and significance of this research, summarizes the domestic and foreign experts and scholars in recent years on Chen Yun's theory of clean government, describes the main research content and research methods. The second chapter theoretically explores the basic concepts of clean government, clean government thought and Chen Yun's clean government thought, and analyzes the theoretical basis of Chen Yun's clean government thought, including the clean government thought in ancient China. Marx and Engels' clean government thought and Mao Zedong and Deng Xiaoping's clean government thought. The third chapter analyzes the subjective conditions, the objective environment, the practical basis of Chen Yun's thinking of the formation of the three aspects of the background, as well as the germination period, formation period, development period, perfect period of development process. The fourth chapter systematically expounds the main contents of Chen Yun's idea of a clean and honest government. The masses are the main body of all the Party's work, the motive force and starting point of the mass work are the interests of the masses, and the masses' working methods are to do a good job in the mass work in three aspects: investigation and study. To strengthen the discipline of the Party by strictly observing the importance of discipline of the Party, practicing the discipline requirements of the Party, and safeguarding the seriousness of the discipline of the Party; by carrying out education on communist ideals and beliefs, on the spirit of the Party, and by severely punishing corruption, Give full play to the exemplary role of leading cadres in rectifying party conduct; strengthen democratic supervision by conducting criticism and self-criticism, attaching importance to mass supervision, and carrying out democratic centralism; and by restoring and establishing discipline inspection institutions, leading the formulation of party rules and party laws, Strengthen discipline inspection cadres to strengthen the building of the system. The fifth chapter explores the basic characteristics and historical significance of Chen Yun's clean government thought, expounds the overall and contemporary nature, inheritance and creativity, pragmatism and foresight, The combination of science and dialectics enriches the construction of learning political parties, guides the construction of the Party's cadre ranks, and ensures the smooth progress of socialist construction and reform. Has promoted the Marxism political party construction the great historical significance. The sixth chapter discusses the contemporary value of Chen Yun's idea of clean government. By carrying out the education of communist ideals and beliefs, conscientiously observing the Party's discipline and improving the quality education of the Communist Party members, the author discusses the contemporary value of Chen Yun's idea of incorruptible government. To practice the party's mass line and strengthen the construction of work style to strengthen the relationship between the party and the masses; to strictly manage cadres by strictly defining the system of selecting and appointing cadres, deepening the mechanism of cadre examination and evaluation, and improving the system of investigating cadres' responsibilities; and by strengthening the building of laws and regulations on a clean and honest government, We should strengthen the construction of inner-party clean government laws and regulations, perfect the administrative laws and regulations to promote the party building, perfect the supervision system and guarantee the correct operation of the rights through the comprehensive supervision subject, the mechanism of power restraint and the rigidity of supervision means.
