試論西藏建立容錯糾錯機制的必要性及措施

【摘要】:隨著全面從嚴治黨和全面依法治國向縱深發(fā)展,管理干部工作失誤被追究的可能性不斷增大。西藏和全國一樣不同程度出現(xiàn)了部分管理干部不愿擔當?shù)膯栴},因此,西藏急需建立容錯糾錯機制。建立容錯糾錯機制是促進西藏經(jīng)濟社會發(fā)展的需要,是西藏管理干部隊伍建設的需要,是保護西藏干部個人權益的需要。西藏建立容錯糾錯機制,要明確區(qū)分可容之錯和必究之罪,要建立較完善的容錯糾錯機制,同時也要營造良好的輿論氛圍。
[Abstract]:With the comprehensive strict administration of the Party and the comprehensive rule of law to the depth of development, the possibility of management cadres being investigated for mistakes is increasing. In Tibet, as in the whole country, some administrative cadres are unwilling to take up the responsibility, so it is urgent for Tibet to establish a fault-tolerant and error-correcting mechanism. The establishment of fault-tolerant and error-correcting mechanism is the need to promote the economic and social development of Tibet, the need for the construction of Tibet's administrative cadres, and the need to protect the individual rights and interests of Tibetan cadres. To establish a fault-tolerant and error-correcting mechanism in Tibet, it is necessary to clearly distinguish between admissible errors and those that must be prosecuted, to establish a more perfect fault-tolerant and error-correcting mechanism, and to create a good atmosphere of public opinion at the same time.
