【摘要】：二十世紀(jì)八十年代初,以鄧小平為核心的黨中央第二代領(lǐng)導(dǎo)集體以廢除領(lǐng)導(dǎo)干部終身制為突破口,推行干部"四化"政策,開啟我國干部制度改革的歷程。干部制度改革既是我們國家改革開放頂層設(shè)計(jì)的迫切需要,同時(shí)也體現(xiàn)出頂層設(shè)計(jì)中目標(biāo)設(shè)定、實(shí)施路徑及風(fēng)險(xiǎn)控制等基本要素,是改革開放初期頂層設(shè)計(jì)的一個(gè)成功案例。通過干部制度改革,黨中央高層成功釋放出我國堅(jiān)持改革開放不動(dòng)搖的信號,極大地凝聚了共識,增強(qiáng)了全社會(huì)的信心;為中國改革開放的頂層設(shè)計(jì)輸送了大量寶貴人才,成功解決了新老交接的制度性難題;并妥善處理好了"改革"和"穩(wěn)定"的關(guān)系,進(jìn)而有力促進(jìn)了改革開放頂層設(shè)計(jì)在此后三十多年的不斷深化。
[Abstract]:In the early eighties of the 20th century, the second generation leading collective of the CPC Central Committee, with Deng Xiaoping as the core, took the abolition of the life-long system of leading cadres as the breakthrough point, carried out the policy of "four modernizations" of cadres, and opened the course of the reform of the cadre system in our country. The reform of cadre system is not only the urgent need of the top-level design of our country's reform and opening up, but also reflects the basic elements of the top-level design, such as setting goals, implementing paths and controlling risks, etc. It is a successful case of top-level design in the early stage of reform and opening up. Through the reform of the cadre system, the high level of the CPC Central Committee has successfully released the signal that our country will adhere to the reform and opening up policy, has greatly condensed consensus, strengthened the confidence of the whole society, and provided a large number of valuable talents for the top-level design of China's reform and opening up. It has successfully solved the institutional problem of new and old handover, and properly handled the relationship between "reform" and "stability", which has helped to promote the deepening of the top-level design of reform and opening up for more than 30 years since then.
