【摘要】：中國共產(chǎn)黨具有領(lǐng)導(dǎo)與執(zhí)政雙重功能,中國共產(chǎn)黨的政黨能力也包括執(zhí)政能力與領(lǐng)導(dǎo)能力兩個方面。黨的十六大以來,中國共產(chǎn)黨在實(shí)施黨的建設(shè)偉大工程的過程中,首先關(guān)注的是執(zhí)政能力建設(shè),但是由于執(zhí)政能力建設(shè)與領(lǐng)導(dǎo)能力建設(shè)遵循不同的內(nèi)在規(guī)律,執(zhí)政能力的提升并沒有帶來領(lǐng)導(dǎo)能力的增強(qiáng),反而帶來黨的領(lǐng)導(dǎo)能力弱化。十八屆中央巡視工作所揭示出來黨的領(lǐng)導(dǎo)能力弱化令人震驚。鑒于政黨領(lǐng)導(dǎo)能力弱化的現(xiàn)實(shí),黨的十八大以來,以習(xí)近平同志為核心的黨中央在堅(jiān)持執(zhí)政能力建設(shè)的同時,著重加強(qiáng)黨的領(lǐng)導(dǎo)能力建設(shè),以領(lǐng)導(dǎo)能力建設(shè)為執(zhí)政能力增強(qiáng)提供基礎(chǔ),以執(zhí)政能力建設(shè)為領(lǐng)導(dǎo)能力提升提供保障,從而形成了習(xí)近平黨建思想的雙重維度。
[Abstract]:The Communist Party of China has the dual function of leadership and ruling, and the party ability of the Communist Party of China also includes two aspects: ruling ability and leading ability. Since the 16th National Congress of the Communist Party of China, in the process of implementing the great project of party building, the first concern of the Communist Party of China is the construction of governing ability. However, since the building of ruling ability and leadership ability follow different internal laws, The improvement of the ruling ability does not bring about the strengthening of the leadership, but the weakening of the Party's leadership. The 18 th Central Committee inspection work revealed that the weakening of the Party's leadership is shocking. In view of the reality of the weakening of the party's leadership, since the 18th National Congress of the Party, the CPC Central Committee, with Comrade Xi Jinping as the core, has focused on strengthening the building of the Party's leadership while insisting on the building of its ruling ability. The construction of leadership ability provides the foundation for the enhancement of ruling ability, and the construction of ruling ability provides guarantee for the improvement of leadership ability, thus forming the dual dimension of Xi Jinping's party building thought.
