【摘要】：選舉工作是我黨建設(shè)民主政治的基石。延安時(shí)期,陜甘寧邊區(qū)政府組織了三次選舉,促進(jìn)了民主政治的建設(shè),使陜甘寧邊區(qū)成為全國(guó)最進(jìn)步的地方和民主的抗日根據(jù)地。研究陜甘寧邊區(qū)三次選舉特點(diǎn),對(duì)今天我們開(kāi)展選舉工作有重要的啟示和借鑒意義。筆者在大量占有邊區(qū)選舉史料的基礎(chǔ)上,對(duì)邊區(qū)政府三次選舉的概況和相關(guān)理論進(jìn)行梳理,從三次選舉個(gè)體和整體相結(jié)合的角度去分析,進(jìn)而總結(jié)出邊區(qū)政府三次選舉的四個(gè)特點(diǎn):一、普遍選舉和直接選舉相結(jié)合。在范圍上,堅(jiān)持普遍性原則,在方式上,以直接選舉為主。選民不但普遍擁有選舉權(quán),而且普遍參加選舉;二、選舉工作和宣傳教育相結(jié)合。通過(guò)采取多樣化的宣傳手段,提高選民民主政治意識(shí),調(diào)動(dòng)選民選舉積極性,從而為做好選舉工作打下基礎(chǔ);三、選舉工作和三三制政權(quán)建設(shè)相結(jié)合。通過(guò)在選舉工作中嚴(yán)格貫徹三三制原則,達(dá)到凝聚人心,聚攏力量,實(shí)現(xiàn)抗日民主政權(quán)的目的;四、選舉工作和檢查政府工作相結(jié)合。通過(guò)開(kāi)展批評(píng)與自我批評(píng)以改進(jìn)工作作風(fēng),鼓勵(lì)群眾暢所欲言以改進(jìn)政府工作,從而解決了選民的實(shí)際困難,使選民了解了候選人,提高了政府工作的能力。最后從邊區(qū)政府三次選舉特點(diǎn)研究得出四點(diǎn)啟示:一、直接選舉是做好基層選舉的基礎(chǔ);二、調(diào)動(dòng)選民熱情是做好選舉工作的關(guān)鍵;三、創(chuàng)新選舉方式,適應(yīng)時(shí)代發(fā)展;四、發(fā)動(dòng)選民檢查政府工作,實(shí)現(xiàn)對(duì)選舉的有效監(jiān)督。本文運(yùn)用文獻(xiàn)分析法、歷史唯物主義和辯證唯物主義相統(tǒng)一的方法,廣泛收集邊區(qū)政府文獻(xiàn)、報(bào)紙等,在占有大量史料的情況下,全面梳理、分析邊區(qū)三次選舉的背景、過(guò)程、影響。對(duì)選舉特點(diǎn)的總結(jié)不以共性或個(gè)性為標(biāo)準(zhǔn),而是從對(duì)今天選舉工作能否帶來(lái)啟示和借鑒為出發(fā)點(diǎn)進(jìn)行研究總結(jié),這是本文的創(chuàng)新之處。
[Abstract]:The election work is the cornerstone of our party's construction of democratic politics. During Yan'an period, the government of Shaanxi, Kansu-Ningxia Border region organized three elections, which promoted the construction of democratic politics and made the Shaanxi-Gansu-Ningxia Border region the most progressive place in the country and a democratic anti-Japanese base area. The study of the characteristics of the three elections in the Shaanxi-Kansu-Ningsia Border region has important enlightenment and reference significance for us to carry out the election work today. On the basis of possessing a large number of historical materials of election in the border area, the author combs the general situation and relevant theories of the three elections of the government of the border area, and analyzes the combination of the individual and the whole from the angle of the combination of the individual and the whole of the three elections. Four characteristics of the three elections are summarized: first, the combination of general election and direct election. In scope, adhere to the principle of universality, in the way, to direct elections. Voters not only have the right to vote, but also participate in the election; second, the election work and publicity and education. By adopting diversified means of propaganda, we can improve the democratic political consciousness of voters, arouse the enthusiasm of electors, and lay the foundation for doing a good job in election work. Third, the election work should be combined with the construction of three or three systems of political power. By strictly carrying out the principle of "three or three systems" in the election work, we can achieve the goal of rallying people's minds, gathering forces, and realizing the purpose of anti-Japanese democratic regime; fourthly, the election work should be combined with the inspection of government work. Through carrying out criticism and self-criticism to improve the work style and encourage the masses to speak freely in order to improve the work of the government, the practical difficulties of the voters are solved, the voters understand the candidates, and the ability of the government to work is improved. Finally, four enlightenments are drawn from the study of the characteristics of the three elections of the Border region Government: first, direct elections are the basis for doing a good job in grassroots elections; second, mobilizing the enthusiasm of voters is the key to doing a good job in the election work; third, innovating election methods to adapt to the development of the times; fourth, Mobilize voters to inspect the work of the government to achieve effective election supervision. Using the method of literature analysis, historical materialism and dialectical materialism, this paper collects extensively the government documents and newspapers in the border area. Under the condition of possessing a large amount of historical data, the paper comprehensively combs and analyzes the background and process of the three elections in the border area. Influence The conclusion of election characteristics is not based on generality or individuality, but from the starting point of whether or not the election work can bring inspiration and reference. This is the innovation of this paper.
