【摘要】：中國共產(chǎn)黨作為執(zhí)政黨,代表一定階級、階層的利益,總攬全局,全面協(xié)調(diào)各方利益。黨的十八大報(bào)告中提出了建設(shè)學(xué)習(xí)型、服務(wù)型、創(chuàng)新型馬克思主義執(zhí)政黨,這是對黨的執(zhí)政環(huán)境、執(zhí)政經(jīng)驗(yàn)規(guī)律的總結(jié),也是我們黨將長期堅(jiān)持的執(zhí)政目標(biāo)和執(zhí)政思維。清醒認(rèn)識人民本位在社會主義中國的走向和重要性,有益于推進(jìn)服務(wù)型政黨的研究和實(shí)踐,夯實(shí)中國共產(chǎn)黨的執(zhí)政基礎(chǔ)。以人民本位為理論基礎(chǔ),探究中國共產(chǎn)黨建設(shè)服務(wù)型馬克思主義執(zhí)政黨的價值理性,成為中國共產(chǎn)黨推進(jìn)執(zhí)政發(fā)展的依據(jù)、執(zhí)政的手段、執(zhí)政的目標(biāo),持續(xù)地實(shí)現(xiàn)執(zhí)政黨、國家、社會的穩(wěn)步、有序發(fā)展,然而,當(dāng)前推進(jìn)中國共產(chǎn)黨建設(shè)服務(wù)型政黨的過程中,也面臨許多問題。因此,需要對黨的建設(shè)事業(yè)進(jìn)行完善,才能解決這些問題。本文對服務(wù)型政黨建設(shè)的策略這一問題進(jìn)行了認(rèn)真的思考。第一部分：分析服務(wù)型政黨提出的背景,對“服務(wù)型”這個范疇給予明晰的界定,并弄清與馬克思主義服務(wù)型政黨相關(guān)的理論及服務(wù)型政黨的功能。第二部分：分析西方服務(wù)型政黨和其他社會主義國家服務(wù)型政黨的經(jīng)驗(yàn)教訓(xùn),對中國共產(chǎn)黨建設(shè)服務(wù)型政黨進(jìn)行歷史回顧。第三部分：分析服務(wù)型政黨建設(shè)的必要性和當(dāng)前面臨的挑戰(zhàn)。第四部分：基于我國服務(wù)型政黨建設(shè)事業(yè)的挑戰(zhàn),得出當(dāng)前我國服務(wù)型政黨建設(shè)的三項(xiàng)路徑�？梢�,建設(shè)服務(wù)型政黨是完善現(xiàn)代執(zhí)政方式的動力選擇；是增強(qiáng)黨的適應(yīng)性,馬克思主義群眾觀,建立和諧黨群關(guān)系的本質(zhì)要求；是中國共產(chǎn)黨自身加強(qiáng)總體執(zhí)政能力,建設(shè)服務(wù)型政黨的應(yīng)有之義。
[Abstract]:The CPC, as the ruling party, represents the interests of a certain class and stratum, takes the overall situation and coordinates the interests of all parties in an all-round way. In the report of the 18th National Congress of the Party of the Communist Party of China, it is proposed to build a learning type, a service type, and an innovative Marxist ruling party. This is a summary of the Party's ruling environment and the law of its governing experience, as well as the ruling goal and ruling thinking that our Party will adhere to for a long time. A clear understanding of the orientation and importance of the people's standard in socialist China is beneficial to the research and practice of service-oriented political parties and the consolidation of the ruling foundation of the Communist Party of China. Taking the people's standard as the theoretical basis, this paper explores the value rationality of the Communist Party of China in building a service-oriented Marxist ruling party, which has become the basis for the Communist Party of China to promote the development of the ruling party, the means to govern, the goal of the ruling party, and the sustained realization of the ruling party. The country and society are developing steadily and orderly. However, in the process of promoting the construction of service-oriented political party, the Communist Party of China also faces many problems. Therefore, need to improve the cause of party building, in order to solve these problems. This article has carried on the serious consideration to the service type political party construction strategy this question. The first part analyzes the background of service-oriented party, defines the category of service-oriented party, and clarifies the theory related to Marxist service-oriented party and the function of service-oriented party. The second part: analyze the experience and lessons of western service-oriented political parties and other service-oriented political parties in socialist countries, and review the history of the construction of service-oriented political parties by the Communist Party of China. The third part analyzes the necessity and challenges of the construction of service-oriented political parties. The fourth part: based on the challenge of service-oriented party construction in China, three ways of service-oriented party construction are obtained. It can be seen that building a service-oriented political party is the dynamic choice for perfecting the modern ruling mode; it is the essential requirement for strengthening the Party's adaptability, Marxist view of the masses, and establishing a harmonious party-mass relationship; and it is the Communist Party of China itself that strengthens its overall governing ability.
