【摘要】：正學習習近平總書記"要抓緊形成不敢腐、不能腐、不想腐的有效機制"的重要思想,重點研究習總書記提出的"不敢腐的目標初步實現(xiàn),不能腐的制度日益完善,不想腐的堤壩正在構(gòu)筑"的論題,對于當前推動反腐敗由治標走向治本,有著十分重要的現(xiàn)實意義和價值。要構(gòu)筑"不想腐"的堤壩,必須強化制度約束,夯實制度文化。習近平總書記指出:"沒有健全的制度,權(quán)力沒有關(guān)進制度的籠子里,腐敗現(xiàn)象就控制不住。"讓人民賦予的權(quán)力始
