【摘要】：在我國,廉政教育是由各級紀(jì)律檢查委員會和各級政府機構(gòu)組織實施的,專門針對公職人員進行政治說服的活動,以提高他們廉潔從政的觀念及能力。廉政教育具有重要的政治功用,長期以來,各級各類機構(gòu)有計劃地進行多種形式的廉政教育,并不斷探索提高教育效果的教育形式和方法。 公務(wù)員參與意向是廉政教育發(fā)揮廉潔政治文化傳播的首要前提。為進一步預(yù)測和解釋公務(wù)員參與廉政教育活動意向,探尋有可能的干預(yù)政策,本研究以計劃行為理論(TPB)為基礎(chǔ),加入過去行為和組織氛圍兩個變量,構(gòu)建了公務(wù)員參與廉政教育活動意向的假設(shè)模型。本文對262名公務(wù)員進行問卷調(diào)查,并利用結(jié)構(gòu)方程模型對提出的假設(shè)進行驗證。結(jié)果證明：態(tài)度、知覺行為控制對公務(wù)員參與廉政教育活動意向有正向影響；主觀規(guī)范和組織氛圍雖然不直接影響參與意向,但是通過態(tài)度間接影響參與意向。過去行為不僅對參與意向有直接正向影響,而且還通過知覺行為控制間接影響參與意向。通過獨立樣本T檢驗和單因素方差分析得出公務(wù)員的年齡不同、公職年限不同、職級不同、單位類別不同,對組織氛圍、過去行為、主觀規(guī)范、態(tài)度和知覺行為的感知也不同,對于參與廉政教育的意向也有所不同。 本研究的主要貢獻：(1)以計劃行為理論為基礎(chǔ)構(gòu)建了公務(wù)員參與廉政教育活動意向的實證研究模型；(2)引入過去行為和組織氛圍作為前因變量,并證明過去行為對態(tài)度、知覺行為控制的正向影響作用,組織氛圍對態(tài)度的正向影響作用；(3)針對研究結(jié)果提出政策建議,供公務(wù)員廉政教育活動組織者參考。
[Abstract]:In our country, clean government education is organized and implemented by discipline inspection committees at all levels and government agencies at all levels. It is specially aimed at political persuasion of public officials in order to improve their concept and ability of honest administration. Clean government education has important political function. For a long time, all kinds of organizations at all levels have planned various forms of clean government education, and continue to explore educational forms and methods to improve the educational effect. The intention of civil servant participation is the first prerequisite for clean government education to spread clean political culture. In order to further predict and explain the intention of civil servants to participate in clean government education activities and explore possible intervention policies, this study based on the theory of planned behavior (TPB) added two variables: past behavior and organizational atmosphere. A hypothetical model of civil servants' intention to participate in clean government education is constructed. A questionnaire survey was conducted among 262 civil servants and the hypothesis was verified by structural equation model. The results showed that attitude and perceptual behavior control had a positive effect on the intention of civil servants to participate in clean government education activities, while subjective norms and organizational atmosphere did not directly affect the intention of participation, but indirectly influenced the intention of participation through attitude. Past behavior not only has direct positive influence on participation intention, but also indirectly influences participation intention through perceptual behavior control. Through independent sample T test and single factor variance analysis, it is concluded that civil servants have different ages, different years of public service, different ranks, different units, different perception of organizational atmosphere, past behavior, subjective norm, attitude and perceptual behavior. The intention to participate in clean government education is also different. The main contribution of this study is to construct an empirical research model of the intention of civil servants to participate in clean government education activities based on the theory of planned behavior. The positive effect of perceptual behavior control and the positive influence of organizational atmosphere on attitude.
