【摘要】：干部教育培訓是黨有組織有計劃有目的學習的重要方式,是培養(yǎng)和造就黨和人民需要的好干部的先導性、基礎(chǔ)性、戰(zhàn)略性工程。形勢越發(fā)展,越需要加強干部教育培訓。與此同時,干部教育培訓又是一個專業(yè)性強的系統(tǒng)工程,有其自身特點和規(guī)律。近年來,西藏在加強干部教育培訓方面取得了長足進步,但是也存在一定的不足及問題。本文針對西藏干部教育培訓工作中存在的問題提出針對性的對策,為新形勢下如何進一步做好西藏干部教育培訓工作,提供有益的參考和借鑒。本文在對西藏干部教育培訓基本情況進行概述的基礎(chǔ)上,采取問卷調(diào)研法與個別訪談法,對培訓需求、培訓參與、效果評價情況進行梳理分析,得出目前西藏干部教育培訓存在的主要問題。主要包括：培訓需求分析不足、培訓內(nèi)容針對性不強、教學方式方法創(chuàng)新性不夠、培訓對象學習動力不足和教育培訓效果考評反饋機制不靈。分析導致問題的原因,主要包括：社會環(huán)境的制約、制度體系制約、工作組織能力制約和干部自身方面存在的問題。為解決這些問題,提出了加強西藏干部教育培訓的對策。在完善干部教育培訓的制度保障方面,主要包括完善干部教育培訓法律政策保障、理順干部教育培訓的管理機制和制定指導性強的干部教育培訓規(guī)劃。在強化干部教育培訓體系建設(shè)方面,主要包括開展培訓需求分析,科學設(shè)置培訓內(nèi)容、創(chuàng)新教育培訓方式方法、加強師資隊伍建設(shè)。在健全干部教育培訓運行機制方面,主要包括建立健全參訓人員激勵和監(jiān)督機制、建立健全干部教育培訓考核和評估機制、適度引入市場競爭機制。
[Abstract]:Cadre education and training is an important way for the Party to study in an organized and purposeful manner, and is a leading, basic and strategic project for training and bringing up good cadres needed by the Party and the people.The more the situation develops, the more it is necessary to strengthen cadre education and training.At the same time, cadre education and training is a professional system engineering, with its own characteristics and laws.In recent years, Tibet has made great progress in strengthening the education and training of cadres, but there are still some shortcomings and problems.In view of the problems existing in the education and training of cadres in Tibet, this paper puts forward some countermeasures, which provide useful references and references for how to further improve the education and training of cadres in Tibet under the new situation.On the basis of summarizing the basic situation of education and training of cadres in Tibet, this paper adopts questionnaire investigation and individual interview to analyze the training needs, training participation, and evaluation of the effects.The main problems existing in the education and training of cadres in Tibet are obtained.It mainly includes: insufficient analysis of training demand, lack of pertinence of training content, insufficient innovation of teaching methods and methods, insufficient learning motivation of training object and ineffective feedback mechanism of evaluation and evaluation of educational training effect.This paper analyzes the causes of the problems, including: the restriction of social environment, the restriction of system system, the restriction of work organization ability and the problems existing in the cadres themselves.In order to solve these problems, the countermeasures of strengthening the education and training of cadres in Tibet are put forward.In the aspect of perfecting the system guarantee of cadre education and training, it mainly includes perfecting the legal policy guarantee of cadre education and training, straightening out the management mechanism of cadre education and training and drawing up guiding and strong cadre education and training plan.In the aspect of strengthening the construction of cadre education and training system, it mainly includes carrying out training demand analysis, setting up training content scientifically, innovating the way of education and training, and strengthening the construction of teaching staff.In the aspect of perfecting the operating mechanism of cadre education and training, it mainly includes establishing and perfecting the incentive and supervision mechanism of the personnel participating in the training, establishing and perfecting the examination and evaluation mechanism of cadre education and training, and introducing the market competition mechanism appropriately.
