【摘要】：兩部黨內(nèi)政治生活準則都是旨在規(guī)范黨內(nèi)政治生活,凈化黨內(nèi)政治生態(tài),保持黨的純潔性和戰(zhàn)斗力;但兩者因誕生的時代環(huán)境不同,針對的突出問題不一,因而側(cè)重點有所變化。通過對新老準則進行比較研究,結(jié)合基本史實,說明其差異性及其原因,并初步總結(jié)老準則貫徹中存在的問題,對于我們學(xué)習(xí)貫徹落實好新的內(nèi)容和精神,具有重要的現(xiàn)實意義。與老準則對比,新準則則在目標傾向方面,更加注重"民主基礎(chǔ)上的集中";點明重點群體,強調(diào)垂范作用;強調(diào)理想信念和黨群關(guān)系,保持馬克思主義政黨的本質(zhì)特征;突出批評和自我批評,弘揚黨的優(yōu)良傳統(tǒng)。結(jié)合老準則實施狀況,貫徹落實好新準則必須在全黨范圍內(nèi)開展一場認真學(xué)習(xí)準則活動,必須在黨內(nèi)政治生活中始終把準則當(dāng)"準則",必須在黨內(nèi)法規(guī)體系中準則。
[Abstract]:The two norms of inner-party political life are aimed at standardizing the party's political life, purifying the party's political ecology, and maintaining the Party's purity and combat effectiveness.As a result, the emphasis has changed.Through the comparative study of the new and the old standards, combining with the basic historical facts, the differences and their causes are explained, and the problems existing in the implementation of the old standards are preliminarily summarized, so that we can study and implement the new contents and spirit well.It has important practical significance.Compared with the old criterion, the new criterion pays more attention to the "concentration on the basis of democracy" in the aspect of the goal tendency, points out the key groups and emphasizes the role of down-setting, emphasizes the ideal and belief and the relationship between the Party and the masses, and maintains the essential characteristics of the Marxist political party.Highlight criticism and self-criticism and carry forward the Party's fine tradition.According to the implementation of the old standards, it is necessary to carry out a serious study of the new standards throughout the Party, to always regard them as "norms" in the party's political life, and to follow the norms in the system of inner-party laws and regulations.
