【摘要】：保證黨的重大決策的貫徹落實是建黨之要、興國之道。黨之所以能夠取得今天的偉大成就,與黨作出正確的決策并動員全黨全國各族人民全面落實有直接的關(guān)系。改革開放以來,黨制定的重大決策的數(shù)量、頻度、影響力都達(dá)到了一個很高的水平,但與此同時,影響決策落實的因素也在增多,強(qiáng)化對中央重大決策的貫徹落實變得必要和緊迫。近年來,習(xí)近平總書記也多次強(qiáng)調(diào)保證黨的重大決策的貫徹落實問題,中央狠抓"八項規(guī)定"、開展群眾路線教育實踐活動以及"三嚴(yán)三實"教育都堪稱典范。因此,要著眼長遠(yuǎn),著力構(gòu)建包括宣傳教育機(jī)制、政策轉(zhuǎn)化機(jī)制、組織領(lǐng)導(dǎo)機(jī)制、法紀(jì)約束機(jī)制、示范帶動機(jī)制、檢查督促機(jī)制、社會壓力機(jī)制在內(nèi)的保障機(jī)制,使中央重大決策的貫徹落實得到更有力的保障。
[Abstract]:To ensure the implementation of the party's major decisions is to build the party, the way to rejuvenate the country.The reason why the Party has made great achievements today is directly related to the Party's making the correct decision and mobilizing the whole Party and the people of all ethnic groups in the whole country to implement it in an all-round way.Since the reform and opening up, the number, frequency and influence of major decisions made by the party have reached a very high level, but at the same time, the factors that affect the implementation of these decisions are also increasing.It is necessary and urgent to strengthen the implementation of major decisions of the central government.In recent years, General Secretary Xi Jinping has repeatedly stressed the issue of ensuring the implementation of the party's major policy decisions, and the central authorities have vigorously attached importance to the "eight provisions," and carried out the mass line education practice activities and the "three strict and three solid" education, all of which are exemplary.Therefore, it is necessary to focus on the long term, and focus on the construction of safeguard mechanisms, including propaganda and education mechanisms, policy transformation mechanisms, organizational leadership mechanisms, law and discipline restraint mechanisms, demonstration and driving mechanisms, inspection and supervision mechanisms, and social pressure mechanisms.So that the implementation of major decisions of the central authorities to be more effective protection.
