【摘要】：正著眼于解決為官不為問題,唐山市建立起嚴(yán)格的獎(jiǎng)懲制度,切實(shí)做到"不讓擔(dān)當(dāng)干事者吃虧,不讓不干實(shí)事者得利"。一是貢獻(xiàn)獎(jiǎng)勵(lì)制度。每年年終,圍繞市委、市政府確定的大事要事、重大項(xiàng)目以及重點(diǎn)民生實(shí)事工程推進(jìn)落實(shí)情況,開展年度"十大亮點(diǎn)工作"評(píng)選。對(duì)獲評(píng)"十大亮點(diǎn)工作"的主要負(fù)責(zé)干部,確定為"實(shí)干興唐突出貢獻(xiàn)干部"初步人選,經(jīng)市委研究并公示后,以市委名義進(jìn)行通報(bào)表揚(yáng),給予記功獎(jiǎng)勵(lì),作為干部使用的重要依據(jù)。二是實(shí)績(jī)提名制度。把干部的干事業(yè)績(jī)與干部選任初始提名結(jié)合起來,在干部選任的動(dòng)議階段,對(duì)干部干事
