【摘要】：建國后,政府對福州救火會加以改造,清除傳統(tǒng)勢力的影響,使公權(quán)力嵌入救火會,體現(xiàn)了人民當(dāng)家作主原則。政府之所以采取改造方針,主要基于現(xiàn)實需要,地處對臺前沿、城市建設(shè)的緩慢、公安消防力量的不足、街道組織功能的缺失,使福州火情仍較為嚴(yán)峻,只有調(diào)動民間力量,才能有效遏制火災(zāi),因此救火會得以延續(xù),雖曾兩度撤銷,卻能迅速復(fù)興。但較之解放前,福州救火會性質(zhì)有所改變,其業(yè)務(wù)以消防為主,受到政府嚴(yán)格管理,并不再以神緣為紐帶,依托社境組織運行。救火會性質(zhì)的嬗變,是社會結(jié)構(gòu)變遷的綜合反映,政府的改造舉措客觀上起到推動作用。
[Abstract]:After the founding of the people's Republic of China, the government reformed Fuzhou Fire fighting Association, cleared away the influence of traditional forces, and made public power embedded in fire fighting meeting, which embodied the principle that the people were the masters of their own country.The reason why the government adopted the reform policy was mainly based on the actual needs, being in the front line of Taiwan, the slow construction of the city, the insufficiency of public security fire protection forces, and the lack of the function of the street organization, so the fire situation in Fuzhou was still serious, and only the folk forces could be mobilized.In order to effectively contain the fire, the fire will continue, although twice withdrawn, but can quickly revive.However, compared with before liberation, the nature of Fuzhou fire fighting meeting has changed, its business is mainly fire fighting, it is strictly managed by the government, and it is no longer run by social environment organization.The evolution of the nature of fire fighting is a comprehensive reflection of the changes of social structure, and the reform measures of the government objectively play a role in promoting.
