【摘要】：當(dāng)前我國(guó)正處城鎮(zhèn)化快速發(fā)展階段,城鎮(zhèn)化建設(shè)雖然取得了突出成就,但也帶來(lái)了區(qū)域發(fā)展不平衡、市民化進(jìn)程落后、生態(tài)環(huán)境污染嚴(yán)重等一系列問題,這就迫切需要引入新型城鎮(zhèn)化理論去指導(dǎo)城鎮(zhèn)化建設(shè)的實(shí)踐。自中共十六大提出“走中國(guó)特色城鎮(zhèn)化道路”以來(lái),中國(guó)共產(chǎn)黨在總結(jié)以往城鎮(zhèn)化經(jīng)驗(yàn)和教訓(xùn)的基礎(chǔ)上,經(jīng)過十多年的不斷探索和總結(jié),已經(jīng)逐漸形成了較為成熟的具有中國(guó)特色的新型城鎮(zhèn)化理論,為我國(guó)未來(lái)新型城鎮(zhèn)化建設(shè)提供了重要的理論借鑒。中國(guó)共產(chǎn)黨新型城鎮(zhèn)化理論的形成有著深厚的理論淵源。一代一代的中國(guó)共產(chǎn)黨人在借鑒馬克思主義經(jīng)典著作家城鄉(xiāng)關(guān)系理論的基礎(chǔ)上,經(jīng)過多年的探索與實(shí)踐形成了既遵循城鎮(zhèn)化發(fā)展規(guī)律又符合中國(guó)國(guó)情的城鎮(zhèn)化理論,為我黨新型城鎮(zhèn)化理論的提出奠定了堅(jiān)實(shí)的理論基礎(chǔ)。中國(guó)共產(chǎn)黨新型城鎮(zhèn)化理論的形成有著強(qiáng)烈的現(xiàn)實(shí)邏輯。首先,新型城鎮(zhèn)化理論的提出是歷史的必然選擇。新型城鎮(zhèn)化“以人為本”的發(fā)展理念與中國(guó)共產(chǎn)黨“執(zhí)政為民”的執(zhí)政理念相契合,新型城鎮(zhèn)化理論與我黨的執(zhí)政目標(biāo)相一致,都是要實(shí)現(xiàn)人的全面發(fā)展。其次,傳統(tǒng)城鎮(zhèn)化偏離了“協(xié)調(diào)發(fā)展”、“以人為本”、“可持續(xù)發(fā)展”的城鎮(zhèn)化建設(shè)方向,迫切要求我黨盡快用新型城鎮(zhèn)化理論去指導(dǎo)其實(shí)踐。最后,世界城鎮(zhèn)化的高速發(fā)展以及國(guó)內(nèi)新型城鎮(zhèn)化面臨的歷史機(jī)遇,為我國(guó)新型城鎮(zhèn)化理論的形成提供了可能。當(dāng)然,新型城鎮(zhèn)化理論的形成與發(fā)展并不是一蹴而就的,經(jīng)歷了從初步提出到不斷發(fā)展再到逐步完善和成熟的三個(gè)階段,最終形成了以堅(jiān)持以人為本、堅(jiān)持科學(xué)發(fā)展觀和遵循城鎮(zhèn)化基本規(guī)律為原則,以實(shí)現(xiàn)城鎮(zhèn)化水平和質(zhì)量穩(wěn)步提升、基本公共服務(wù)和基礎(chǔ)設(shè)施逐漸完善、資源環(huán)境合理利用為目標(biāo),以科學(xué)性、人本性、協(xié)調(diào)性和生態(tài)化為鮮明特征的新型城鎮(zhèn)化理論體系。中國(guó)共產(chǎn)黨新型城鎮(zhèn)化理論繼承和發(fā)展了馬克思恩格斯城鄉(xiāng)關(guān)系理論,豐富和發(fā)展了中國(guó)特色社會(huì)主義理論體系,事關(guān)我黨新型城鎮(zhèn)化建設(shè)的偉大實(shí)踐能否順利進(jìn)行,事關(guān)我國(guó)全面建成小康社會(huì)、社會(huì)主義現(xiàn)代化建設(shè)以及中華民族偉大復(fù)興中國(guó)夢(mèng)能否早日實(shí)現(xiàn)。
[Abstract]:At present, our country is in the stage of rapid development of urbanization. Although urbanization construction has made outstanding achievements, it has also brought a series of problems, such as unbalanced regional development, backward process of urbanization, serious pollution of ecological environment, and so on.It is urgent to introduce new urbanization theory to guide the practice of urbanization construction.Since the 16th National Congress of the Communist Party of China (CPC) put forward "take the road of urbanization with Chinese characteristics," the Communist Party of China has been continuously exploring and summarizing for more than a decade on the basis of summing up the experience and lessons of urbanization in the past.The new urbanization theory with Chinese characteristics has been gradually formed, which provides an important theoretical reference for the construction of new urbanization in the future.The formation of the new urbanization theory of the Communist Party of China has profound theoretical origin.On the basis of drawing lessons from the theory of urban-rural relations among Marxist classic writers, the generation of Chinese Communists, after many years of exploration and practice, has formed a urbanization theory that not only follows the laws of urbanization development but also conforms to China's national conditions.For our party's new theory of urbanization laid a solid theoretical foundation.The formation of the new urbanization theory of the Communist Party of China has strong realistic logic.First of all, the theory of new urbanization is the inevitable choice of history.The new urbanization "people-oriented" development concept coincides with the ruling idea of the Communist Party of China "ruling for the people". The new urbanization theory is consistent with the ruling goal of our Party, and it is necessary to realize the all-round development of human beings.Secondly, the traditional urbanization deviates from the direction of urbanization construction of "coordinated development", "people-oriented" and "sustainable development", which urgently requires our Party to use the new urbanization theory to guide its practice as soon as possible.Finally, the rapid development of urbanization in the world and the historical opportunity of new urbanization in China provide the possibility for the formation of new urbanization theory in China.Of course, the formation and development of the new urbanization theory was not accomplished overnight. It went through three stages, from initial development to continuous development to gradual perfection and maturity, and finally formed a people-oriented approach.Adhere to the scientific concept of development and follow the basic laws of urbanization as the principle, in order to achieve the level and quality of urbanization steadily improve, basic public services and infrastructure gradually improve, the rational use of resources and environment as the goal, scientific, human nature,Coordination and ecology into distinct characteristics of the new urbanization theory system.The new urbanization theory of the Communist Party of China inherits and develops Marx and Engels' theory of urban-rural relations and enriches and develops the theoretical system of socialism with Chinese characteristics.It concerns whether China can build a well-off society, socialist modernization and the great rejuvenation of the Chinese nation Chinese Dream at an early date.
