【摘要】：十八大以來開展的反腐敗斗爭證明,黨員"破法"無不始于"破紀(jì)"。因此,以治標(biāo)促治本,建立一種培養(yǎng)清官、遏制貪官的黨規(guī)黨紀(jì)的制度體系,尤其必要。而新修訂的《中國共產(chǎn)黨紀(jì)律處分條例》和《中國共產(chǎn)黨廉潔自律準(zhǔn)則》,正是十八大以來的黨風(fēng)廉政建設(shè)和反腐敗斗爭以治標(biāo)促治本的關(guān)鍵一步,是黨規(guī)黨紀(jì)制度的一個創(chuàng)新。通過把黨章和其他主要黨內(nèi)法規(guī)對黨組織和黨員的紀(jì)律要求細(xì)化,明確規(guī)定違反黨章就要依規(guī)給予相應(yīng)的黨紀(jì)處分,為廣大黨員開列了一份"負(fù)面清單",體現(xiàn)了對依規(guī)治黨規(guī)律認(rèn)識的深化,實現(xiàn)了紀(jì)律建設(shè)的與時俱進(jìn)。
[Abstract]:Since the 18th National Congress, the anti-corruption struggle proved that party members "breaking the law" all began to "break discipline."Therefore, it is particularly necessary to establish a system to cultivate clean officials and curb corrupt officials.The newly revised regulations on discipline and discipline of the Communist Party of China and the guidelines on honesty and Self-discipline of the Communist Party of China are the key steps in the construction of a clean and honest party style and in the struggle against corruption since the 18th National Congress of the Communist Party of China, and are also an innovation in the party's discipline system.By refining the disciplinary requirements of party organizations and party members imposed by the Party Constitution and other major inner-party laws and regulations, it is clearly stipulated that the violation of the Party Constitution shall be subject to corresponding party discipline sanctions.This paper makes a "negative list" for the majority of Party members, which reflects the deepening of the understanding of the law of governing the Party according to the rules, and realizes the development of discipline with the times.
