【摘要】：自黨的十八大以來(lái),在以習(xí)近平同志為總書(shū)記的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下,中國(guó)開(kāi)啟了一場(chǎng)史上最大強(qiáng)度、最大規(guī)模、最大范圍的反腐敗斗爭(zhēng)。隨著這場(chǎng)斗爭(zhēng)的不斷深入,反腐敗工作的重點(diǎn)也在不斷調(diào)整之中。從2015年起,涉農(nóng)腐敗防治成為了新時(shí)期反腐敗斗爭(zhēng)的一項(xiàng)重要內(nèi)容。在本項(xiàng)研究中,作者以河南省為例,通過(guò)分析中共河南省紀(jì)委網(wǎng)站公開(kāi)通報(bào)的183起涉農(nóng)腐敗案例,對(duì)近年來(lái)河南省涉農(nóng)腐敗問(wèn)題的總體情況、分布特點(diǎn)及其造成的現(xiàn)實(shí)危害做出了歸納和概括,并結(jié)合近年來(lái)河南省推出的一系列涉農(nóng)腐敗防治措施,從制度建設(shè)、機(jī)制建設(shè)和監(jiān)督主體三個(gè)方面對(duì)當(dāng)前河南省涉農(nóng)腐敗防治工作面臨的主要問(wèn)題及其原因進(jìn)行了較為深入的研究。在此基礎(chǔ)上,作者有針對(duì)性地提出了四點(diǎn)對(duì)策建議:一是建立"三化一體"的動(dòng)態(tài)巡視制度;二是優(yōu)化涉農(nóng)腐敗防治的工作流程;三是強(qiáng)化農(nóng)民主體監(jiān)督意識(shí);四是提高涉農(nóng)腐敗防治的新技術(shù)含量。
[Abstract]:Since the 18th Party Congress, under the firm leadership of the CPC Central Committee with Comrade Xi Jinping as its general secretary, China has embarked on the largest, largest, and largest anti-corruption struggle in history.With the deepening of this struggle, the focus of anti-corruption work is constantly being adjusted.Since 2015, the prevention and control of agricultural corruption has become an important part of the anti-corruption struggle in the new period.In this study, taking Henan Province as an example, the author analyzes 183 cases of agriculture-related corruption reported publicly on the website of Henan Provincial Commission of discipline and discipline of the Communist Party of China, and analyzes the overall situation of agricultural corruption in Henan Province in recent years.The characteristics of distribution and the actual harm caused by it are summarized and summarized, and combined with a series of measures to prevent and cure agricultural corruption introduced in Henan Province in recent years, from the system construction,The main problems and causes of the prevention and control of agricultural corruption in Henan Province are studied in three aspects: the construction of mechanism and the subject of supervision.On this basis, the author puts forward four countermeasures and suggestions: first, to establish a dynamic inspection system of "three modernizations"; second, to optimize the work flow of preventing and controlling corruption involving agriculture; third, to strengthen the consciousness of supervision of the main body of farmers;Fourth, improve the agricultural corruption prevention and control of new technology content.
