【摘要】：三年經(jīng)濟(jì)恢復(fù)時(shí)期中共城市管理思想是在革命與戰(zhàn)爭的背景下,在應(yīng)付內(nèi)憂外患的復(fù)雜環(huán)境中,繼承了馬克思恩格斯的城市思想、蘇聯(lián)城市管理經(jīng)驗(yàn)和革命年代中共管理根據(jù)地城市經(jīng)驗(yàn)的基礎(chǔ)上形成的。當(dāng)時(shí)中共城市管理的目標(biāo)是把消費(fèi)的城市變成生產(chǎn)的城市,城市管理主體是工人階級(jí)領(lǐng)導(dǎo)的多元主體,城市管理途徑是政治動(dòng)員,城市管理模式是軍事化管理模式。這一時(shí)期中共城市管理思想具有階級(jí)性、革命性和過渡性,其現(xiàn)實(shí)啟示是城市管理必須從城市實(shí)際出發(fā),站穩(wěn)立場,堅(jiān)持系統(tǒng)思維。
[Abstract]:Under the background of revolution and war, in the complex environment of dealing with internal and external troubles, the Communist Party of China's urban management thought inherited Marx and Engels' urban thought during the three-year economic recovery period.On the basis of the experience of the Soviet Union and the Communist Party of China in managing the cities in the base area.At that time, the goal of the Communist Party of China's urban management was to turn the consuming city into a productive city. The main body of urban management was the pluralistic subject of the leadership of the working class, the way of urban management was political mobilization, and the mode of urban management was the mode of militarized management.In this period, the Communist Party of China's urban management thought is class, revolutionary and transitional. Its realistic enlightenment is that urban management must proceed from the reality of the city, stand firm and persist in systematic thinking.
