【摘要】：農(nóng)村基層黨風(fēng)廉政建設(shè)是中國(guó)共產(chǎn)黨黨風(fēng)廉政建設(shè)的有機(jī)組成部分,影響著農(nóng)村地區(qū)乃至全國(guó)改革、發(fā)展、穩(wěn)定的大局。本文以萊州市所轄的945個(gè)村莊為基礎(chǔ),對(duì)當(dāng)前農(nóng)村基層黨風(fēng)廉政建設(shè)的狀況進(jìn)行了深入細(xì)致的闡述,同時(shí)結(jié)合一些書(shū)籍、一些資料的收集查閱,發(fā)現(xiàn)并分析存在的問(wèn)題及原因,對(duì)當(dāng)前如何加強(qiáng)農(nóng)村基層黨風(fēng)廉政建設(shè)提出一些有針對(duì)性的對(duì)策或建議。研究指出萊州市農(nóng)村基層黨風(fēng)廉政建設(shè)工作中存在的主要問(wèn)題在于:黨風(fēng)廉政教育缺乏時(shí)效性;村級(jí)紀(jì)檢組織薄弱,紀(jì)檢委員作用不能發(fā)揮;村務(wù)、黨務(wù)、財(cái)務(wù)公開(kāi)存在問(wèn)題;村干部違紀(jì)問(wèn)題增多等。分析萊州市農(nóng)村基層黨風(fēng)廉政建設(shè)存在問(wèn)題的原因在于:有些農(nóng)村基層組織對(duì)黨風(fēng)廉政建設(shè)的認(rèn)識(shí)不到位;黨風(fēng)廉政責(zé)任制考核和追責(zé)不到位,紀(jì)檢組織建設(shè)不健全;對(duì)村干部監(jiān)管不嚴(yán)格、“三務(wù)”公開(kāi)制度落實(shí)不到位;部分黨員干部?jī)r(jià)值觀念不純正。對(duì)此本文提出加強(qiáng)農(nóng)村黨員干部廉政思想教育,營(yíng)造廉政氛圍;推進(jìn)改革創(chuàng)新,加強(qiáng)制度建設(shè);完善農(nóng)村廉政監(jiān)督機(jī)制,規(guī)范農(nóng)村黨風(fēng)廉政建設(shè)體系;加大組織建設(shè)力度,規(guī)范農(nóng)村黨員干部作風(fēng)等加強(qiáng)農(nóng)村基層黨風(fēng)廉政建設(shè)的對(duì)策建議。
[Abstract]:The construction of a clean and honest party style in rural areas is an organic part of the construction of a clean and honest party style of the Communist Party of China, which affects the overall situation of reform, development and stability in rural areas and even in the whole country.Based on 945 villages under the jurisdiction of Laizhou City, this paper makes a thorough and detailed exposition on the current situation of building a clean and honest party style at the grass-roots level in rural areas. At the same time, combining with some books and the collection and reference of some materials, we find and analyze the existing problems and reasons.This paper puts forward some countermeasures or suggestions on how to strengthen the construction of rural grassroots party style and clean government.The study points out that the main problems in the construction of the party style and clean government in the rural areas of Laizhou are: the lack of timeliness in the education of the party style and clean government; the weakness of the discipline inspection organization at the village level and the failure of the discipline inspection committee; the problems existing in the disclosure of the village affairs, the party affairs and the financial affairs;The village cadre violates the discipline question to increase and so on.This paper analyzes the problems existing in the construction of the party style and clean government at the grass-roots level in Laizhou City: some rural grass-roots organizations do not have a proper understanding of the construction of the party style and clean government, the examination and pursuit of the responsibility system for the party style and clean administration are not in place, and the construction of the discipline inspection organization is not perfect.Supervision of village cadres is not strict, "three affairs" open system is not in place; some party members and cadres values are not pure.In view of this, this paper proposes to strengthen the ideological education of clean government in rural party members and cadres, to create an atmosphere of clean government, to promote reform and innovation, to strengthen system construction, to perfect the supervision mechanism of rural clean government, to standardize the construction system of clean and honest government in rural areas, to strengthen the organizational construction,Standardizing the style of Party members and cadres in rural areas and strengthening the construction of party style and clean government at the basic level in rural areas.
