【摘要】：共青團(tuán)可將樞紐型社會(huì)組織作為自身參與社會(huì)治理的可行的組織形態(tài)之一。共青團(tuán)作為樞紐型社會(huì)組織的優(yōu)勢表現(xiàn)在:組織體系健全、社會(huì)動(dòng)員能力突出、資源優(yōu)勢明顯、與業(yè)務(wù)相近的社會(huì)組織存在訴求契合性與資源互補(bǔ)性;但其也存在思想觀念滯后、運(yùn)行機(jī)制固化、社會(huì)參與路徑單一等不足。通過參與樞紐型社會(huì)組織工作體系建設(shè),共青團(tuán)的橋梁紐帶作用得到進(jìn)一步發(fā)揮,社會(huì)組織聚合效應(yīng)不斷增強(qiáng);但同時(shí)暴露出重"量"輕"質(zhì)"、發(fā)展路徑單一、資源壟斷、延續(xù)"雙重管理"邏輯等發(fā)展偏向。在未來發(fā)展中,共青團(tuán)要明確自身職能定位,不斷創(chuàng)新發(fā)展理念,運(yùn)用有效的治理機(jī)制保障組織體系高效運(yùn)行,不斷拓寬社會(huì)參與路徑,正確處理與利益相關(guān)者之間的關(guān)系,同時(shí)為自身參與樞紐型社會(huì)組織工作體系建設(shè)尋求制度保障。
[Abstract]:The Communist Youth League will be the hub of social organization as one of the feasible organization form themselves to participate in community governance. The Communist Youth League as the hub of social organization advantage lies in: organization system, social mobilization capability, resource advantage, there are demands correspondencewith complementary resources and similar social organization; but there are also ideas lag, curing mechanism, lack of social participation. The single path through participation in the hub of social organization system construction of the Communist Youth League, the bridge further play a role, social organizations continue to enhance the aggregation effect; but also exposed the "quantity" light "quality", the development path of single resource monopoly, the continuation of "double management development" the logic of bias. In the future, the Communist Youth League should clear its own function, continuous innovation and development concept, using effective governance mechanism to safeguard the organization system Efficient operation, expanding social participation path, correctly dealing with the relationship between stakeholders, and at the same time, seeking institutional safeguards for their participation in the work system construction of hub type social organizations.
