【摘要】：加強(qiáng)網(wǎng)絡(luò)輿論建設(shè)，是黨委、政府加強(qiáng)和創(chuàng)新社會(huì)管理必須面對(duì)及解決的緊迫課題。黨委組織部門是承擔(dān)社會(huì)管理職能的黨委重要部門。從黨委組織部門視角出發(fā)，研究加強(qiáng)網(wǎng)絡(luò)輿論建設(shè)，有利于黨委組織部門自覺接受監(jiān)督、推進(jìn)社會(huì)公平正義，有利于樹立正確導(dǎo)向、提高黨委政府公信力，有利于改進(jìn)工作方式、促進(jìn)自身工作科學(xué)化。 首先，本論文在收集、整理和分析國內(nèi)加強(qiáng)網(wǎng)絡(luò)輿論建設(shè)文獻(xiàn)的基礎(chǔ)上，探討了網(wǎng)絡(luò)輿論建設(shè)的相關(guān)理論；其次，對(duì)黨委組織部門在網(wǎng)絡(luò)輿論建設(shè)中的職能定位進(jìn)行了闡釋和分析，對(duì)面臨的形勢和現(xiàn)狀進(jìn)行了總結(jié)歸納；再者，從黨委組織部門對(duì)網(wǎng)絡(luò)輿論建設(shè)的認(rèn)識(shí)程度、技術(shù)能力、應(yīng)對(duì)機(jī)制和隊(duì)伍建設(shè)等方面進(jìn)行了全面反思，逐一厘清了存在的問題及產(chǎn)生的原因；最后，從加強(qiáng)網(wǎng)絡(luò)輿論傳播與引導(dǎo)、信息收集與研判、事件應(yīng)對(duì)與處置、工作隊(duì)伍建設(shè)四個(gè)方面，提出黨委組織部門加強(qiáng)網(wǎng)絡(luò)輿論建設(shè)的對(duì)策。 論文研究結(jié)論：網(wǎng)絡(luò)輿論對(duì)于黨委組織部門有正面的監(jiān)督作用，也有影響其公信力的負(fù)面效應(yīng)。黨委組織部門應(yīng)該積極采取措施加強(qiáng)網(wǎng)絡(luò)輿論建設(shè)，包括審視自身的行為，建立有效、合理、可操作的應(yīng)對(duì)處置機(jī)制等，以達(dá)到加強(qiáng)和創(chuàng)新社會(huì)管理的目的。
[Abstract]:Strengthening the construction of network public opinion is an urgent task that the Party committee and government must face and solve in order to strengthen and innovate the social management. The organizational department of the party committee is an important department of the party committee that undertakes the function of social management. The study of strengthening the construction of public opinion on the network is conducive to consciously accepting supervision, promoting social fairness and justice, establishing correct guidance, improving the credibility of the party committee and government, improving the working methods and promoting the scientization of the work itself. First of all, based on the collection, collation and analysis of domestic literature on strengthening the construction of network public opinion, this paper discusses the relevant theories of the construction of network public opinion. This paper expounds and analyzes the functional orientation of the organizational department of the party committee in the construction of network public opinion, sums up the situation and the present situation facing it, and further, from the level of understanding and technical ability of the organizing department of the party committee to the construction of public opinion on the network, The author makes a comprehensive reflection on the mechanism and team building, and clarifies the existing problems and causes one by one. Finally, from the aspects of strengthening the dissemination and guidance of public opinion on the network, collecting and judging the information, dealing with and disposing of the incident, and so on, This paper puts forward the countermeasures of strengthening the construction of network public opinion in the organization department of the Party committee in four aspects of the construction of the work force. The conclusion of the paper is: the network public opinion has the positive supervision function to the party committee organization department, also has the negative effect which affects its credibility. The party committee organization department should take active measures to strengthen the network public opinion construction, including examining its own behavior. To establish effective, reasonable and operable coping mechanism to strengthen and innovate the social management.
