【摘要】："區(qū)域化黨建"方針提出后,各地黨組織進行了多元化探索,逐步形成了組織設(shè)置便利化、領(lǐng)導(dǎo)體制偏平化、管理服務(wù)集約化和資源配置項目化四種區(qū)域化黨建的基本實踐形態(tài)。目前,區(qū)域化黨建存在的突出問題有組織懸浮化、"小馬拉大車"、被動式參與以及資源不均衡等。深化區(qū)域化黨建的探索,必須徹底改變行政化的思維方式,從基層視域轉(zhuǎn)向整體視域,從固化區(qū)域轉(zhuǎn)向彈性區(qū)域,同時充分利用新一代信息技術(shù)。
[Abstract]:After the policy of "regionalization of party building" was put forward, party organizations in various localities carried out diversified explorations and gradually formed organizational setup and facilitation, and the leadership system was biased towards flatness. Four basic practical forms of regionalized Party building: intensive management services and resource allocation projects. At present, The outstanding problems existing in the regionalization of party construction are organized suspension, "pony pulling cart", passive participation and unbalanced resources. To deepen the exploration of regionalized party building, we must thoroughly change the way of thinking of the administrative system and shift from the grass-roots perspective to the overall horizon. From the solidified region to the elastic area, at the same time make full use of the new generation of information technology.
