【摘要】：中國(guó)共產(chǎn)黨黨內(nèi)巡視制度作為我國(guó)特殊的一項(xiàng)監(jiān)督制度在國(guó)家政治生活中發(fā)揮著不可替代的重要作用。巡視制度沿襲于中國(guó)古代傳統(tǒng)政治,在中共成立以后,為適應(yīng)各個(gè)歷史時(shí)期的發(fā)展需求,逐步實(shí)現(xiàn)了規(guī)范化,制度化,成為建構(gòu)黨內(nèi)監(jiān)督體系的重要組成部分�？梢哉f(shuō),黨內(nèi)巡視制度的發(fā)展,是中共在新的歷史時(shí)期對(duì)傳統(tǒng)政治文化的合理性運(yùn)用及現(xiàn)代延伸,符合超大型執(zhí)政黨進(jìn)行黨內(nèi)治理的需求,也是在全面從嚴(yán)治黨背景下提升政黨治理體系現(xiàn)代化和能力現(xiàn)代化之必須。黨內(nèi)巡視制度自發(fā)展以來(lái),最直接的作用是"發(fā)現(xiàn)問(wèn)題",包括黨組織、黨員的行為規(guī)范和思想規(guī)范問(wèn)題,因此,在政黨治理層面,巡視制度始終發(fā)揮"整治"與"整合"兩大核心功能。但是,"整治"與"整合"并不是巡視制度功能的全部,而是在不同的歷史時(shí)期,有著不同的外化形式。如在民主革命時(shí)期,為應(yīng)對(duì)革命戰(zhàn)爭(zhēng)需要,巡視工作的外化功能主要以規(guī)治、溝通、維護(hù)為主;改革開(kāi)放時(shí)期,為保證黨內(nèi)外各項(xiàng)事業(yè)都能在改革中有序進(jìn)行,巡視的功能又以維護(hù)黨內(nèi)團(tuán)結(jié)、促進(jìn)廉政建設(shè)、優(yōu)化政治生態(tài)為主。在當(dāng)前新常態(tài)時(shí)期,巡視制度功能又具體表現(xiàn)為重樹(shù)領(lǐng)導(dǎo)核心、推動(dòng)全面從嚴(yán)治黨、鞏固防腐敗的壓倒性態(tài)勢(shì)等。由此可以看出,中國(guó)共產(chǎn)黨始終運(yùn)用"巡視"這把"利劍",為實(shí)現(xiàn)不同時(shí)期的歷史任務(wù),從行為和思想兩個(gè)維度發(fā)揮其"整治"與"整合"的核心功能,以推動(dòng)更為有效的黨內(nèi)治理。
[Abstract]:As a special supervision system in China, the inner-party inspection system of the Communist Party of China plays an irreplaceable important role in the political life of the country. In order to meet the development needs of each historical period, it has gradually realized standardization and institutionalization, and has become an important part of the construction of the inner-party supervision system. It can be said that the development of the inner-party patrol system, It is the rational use and modern extension of the traditional political culture of the CPC in the new historical period, which meets the needs of the super-large ruling party in carrying out inner-party governance. It is also necessary to upgrade the modernization of the party governance system and the modernization of its ability under the background of comprehensive and strict administration of the party. Since the development of the inner-party inspection system, the most direct role has been to "identify problems", including party organizations. Therefore, at the level of party governance, the inspection system has always played the two core functions of "rectification" and "integration". However, "regulation" and "integration" are not all the functions of the inspection system. But in different historical periods, there are different externalization forms. For example, in the period of democratic revolution, in order to cope with the needs of the revolutionary war, the externalization functions of the inspection work are mainly rules, communication and maintenance; during the period of reform and opening up, In order to ensure that all undertakings inside and outside the party can be carried out in an orderly manner in the course of reform, the functions of the inspection are to safeguard inner-party unity, promote the building of a clean and honest government, and optimize political ecology. The function of the inspection system is to lay stress on the core of leadership, to promote the comprehensive and strict administration of the party, and to consolidate the overwhelming situation of preventing corruption. In order to realize the historical task in different periods, the Communist Party of China has always used the "patrol" as a "sharp sword" to bring into play its core function of "renovation" and "integration" from the two dimensions of behavior and thought, in order to promote more effective inner-party governance.
