【摘要】：中國共產(chǎn)黨的執(zhí)政理論,對(duì)其執(zhí)政實(shí)踐活動(dòng)的理性把握,是黨關(guān)于執(zhí)政活動(dòng)及其執(zhí)政規(guī)律所持的總體認(rèn)識(shí)和科學(xué)總結(jié),是執(zhí)政實(shí)踐的根本指導(dǎo)原則。執(zhí)政理論不同于執(zhí)政方略、執(zhí)政理念,而是用以指導(dǎo)執(zhí)政黨執(zhí)政實(shí)踐具體活動(dòng)的總方針,是執(zhí)政黨科學(xué)確立執(zhí)政理念、正確選擇執(zhí)政方式、充分利用執(zhí)政資源以及改善執(zhí)政環(huán)境的總的指導(dǎo)原則。由于中國共產(chǎn)黨是我國唯一合法的執(zhí)政黨,因此,黨制定的路線方針、制度策略勢必會(huì)影響到各個(gè)方面、各個(gè)領(lǐng)域的發(fā)展進(jìn)步。這關(guān)系到社會(huì)主義事業(yè)的興衰成敗、國家的長治久安、人民群眾的幸福安康以及黨的執(zhí)政地位的鞏固發(fā)展,是中國共產(chǎn)黨長期以來,始終面對(duì)而又必須解決的重大問題。自中國共產(chǎn)黨成立以來,經(jīng)歷了由革命黨到執(zhí)政黨的歷史地位變化、由局部執(zhí)政到全面執(zhí)政的轉(zhuǎn)變。從毛澤東到胡錦濤,進(jìn)行了長期探索并力圖解決執(zhí)政這一個(gè)根本性的問題,形成了具有中國特色的中國共產(chǎn)黨的執(zhí)政理論體系。本文通過系統(tǒng)梳理從毛澤東到胡錦濤為代表的中央領(lǐng)導(dǎo)集體在具體的執(zhí)政實(shí)踐中形成的執(zhí)政理論,對(duì)中國共產(chǎn)黨的執(zhí)政規(guī)律進(jìn)行探索。從“全心全意為人民服務(wù)”,到“最終實(shí)現(xiàn)共同富裕”,再到“代表中國最廣大人民的根本利益”,最后到“權(quán)為民所用,利為民所謀,情為民所系”。從注重政治斗爭,強(qiáng)調(diào)“以階級(jí)斗爭為綱”,發(fā)展到注重經(jīng)濟(jì)建設(shè),強(qiáng)調(diào)以經(jīng)濟(jì)建設(shè)為中心,再到注重經(jīng)濟(jì)發(fā)展與社會(huì)全面發(fā)展,強(qiáng)調(diào)以人為本、全面協(xié)調(diào)可持續(xù)發(fā)展,強(qiáng)調(diào)科學(xué)執(zhí)政、民主執(zhí)政、依法執(zhí)政。這說明中國共產(chǎn)黨在執(zhí)政過程中,在不斷總結(jié)執(zhí)政經(jīng)驗(yàn)的基礎(chǔ)上,不斷推進(jìn)執(zhí)政理論的深入發(fā)展。歷史證明,黨的執(zhí)政理論的創(chuàng)新是黨的執(zhí)政能力的重要組成部分,只有不斷實(shí)現(xiàn)黨的執(zhí)政理論和路線方針政策的與時(shí)俱進(jìn),我們黨才能找到中國特色社會(huì)主義事業(yè)的正確道路和科學(xué)方法,才能提高黨的領(lǐng)導(dǎo)能力和執(zhí)政能力。自黨的十八大以來,特別是中共十八屆三中全會(huì)、四中全會(huì)以來,我們黨和習(xí)近平提出了中華民族偉大復(fù)興的中國夢,并提出黨的建設(shè)科學(xué)化水平和建設(shè)學(xué)習(xí)型、服務(wù)型、創(chuàng)新型馬克思主義執(zhí)政黨的戰(zhàn)略目標(biāo)等。有鑒于此,加強(qiáng)黨的執(zhí)政能力建設(shè),迫切需要新的執(zhí)政理論作為行動(dòng)指南。因此,科學(xué)提煉從毛澤東到胡錦濤為代表的中國共產(chǎn)黨人的執(zhí)政實(shí)踐和執(zhí)政理論,對(duì)實(shí)現(xiàn)中國特色社會(huì)主義目標(biāo)和中華民族偉大復(fù)興的中國夢,以及對(duì)共產(chǎn)黨執(zhí)政規(guī)律的進(jìn)一步認(rèn)識(shí),具有重大的現(xiàn)實(shí)意義。
[Abstract]:The ruling theory of the Communist Party of China, the rational grasp of its governing practice, is the overall understanding and scientific summary of the Party's governing activities and its governing laws, and the fundamental guiding principle of the ruling practice. The governing theory is different from the ruling strategy. The governing idea, but the general policy used to guide the ruling party to practice concrete activities, is that the ruling party scientifically establishes the governing idea and correctly chooses the ruling mode. Make full use of the ruling resources and the general guiding principles for improving the ruling environment. As the Communist Party of China is the only legitimate ruling party in our country, therefore, the line and policy formulated by the Party will inevitably affect all aspects. The development and progress in various fields is related to the success or failure of the socialist cause, the long-term stability of the country, the happiness and well-being of the people and the consolidation and development of the ruling position of the CPC. Since the founding of the Communist Party of China, it has undergone a change in its historical status from a revolutionary party to a ruling party, from a partial ruling party to a comprehensive ruling party. From paying attention to political struggle and emphasizing "taking class struggle as the outline", developing to paying attention to economic construction, emphasizing economic construction as the center, then paying attention to economic development and overall social development, emphasizing people-oriented, Overall coordinated and sustainable development, emphasizing scientific governance, democratic governance and ruling according to law. This shows that the CPC, in the process of ruling, is constantly promoting the in-depth development of the governing theory on the basis of continuously summing up the ruling experience. The innovation of the Party's ruling theory is an important part of the Party's ruling ability. Only by constantly realizing the Party's ruling theory, line, principles and policies with the times can our Party find the correct road and scientific method for the cause of socialism with Chinese characteristics. Since the 18 National Congress of the Party, especially since the third Plenary session of the 18 CPC Central Committee and the fourth Plenary session of the CPC Central Committee, our party and Xi Jinping have proposed Chinese Dream, who is a great rejuvenation of the Chinese nation. The paper also puts forward the scientific level of the Party's construction and the strategic objectives of the Party's construction of learning type, service type and innovative Marxist ruling party. In view of this, the strengthening of the Party's governing ability urgently needs the new governing theory as the guide for action. Scientifically refining the ruling practice and governing theory of the Chinese Communists, who are represented by the Chinese Communists from Mao Zedong to Hu Jintao, to further understand Chinese Dream, who has realized the goal of socialism with Chinese characteristics and the great rejuvenation of the Chinese nation, as well as to the ruling laws of the Communist Party. It is of great practical significance.
