【摘要】：全面從嚴(yán)治黨、營造風(fēng)清氣正的政治生態(tài)需要堅(jiān)持依規(guī)治黨與以德治黨的緊密結(jié)合與協(xié)同互動。當(dāng)前,二者的深度結(jié)合與互動面臨著黨內(nèi)制度法規(guī)建設(shè)有待加強(qiáng)、黨員干部"精神之鈣"存在一定程度的缺失、黨內(nèi)監(jiān)督機(jī)制有缺陷、"規(guī)治"與"德治"銜接機(jī)制不完善等現(xiàn)實(shí)瓶頸。為此,要從制度安排、思想道德教育、監(jiān)督體系設(shè)計(jì)、相互轉(zhuǎn)化與對接機(jī)制構(gòu)建等方面探索行之有效、可操作性強(qiáng)的具體對策,推動依規(guī)治黨與以德治黨的同頻共振和協(xié)同發(fā)力,形成"善規(guī)"與"善德"互動互促的良好態(tài)勢,從而實(shí)現(xiàn)不敢腐、不易腐、不愿腐、不想腐的目標(biāo),維護(hù)黨的先進(jìn)性和純潔性。
[Abstract]:It is necessary to adhere to the close combination and synergistic interaction between governing the Party according to rules and running the party by virtue in order to create a political ecology that runs the party in a comprehensive and strict manner. At present, the deep combination and interaction between the two parties are facing the need to strengthen the construction of the inner-party system and laws and regulations. There is a certain degree of lack of "spiritual calcium" for Party members and cadres, defects in the inner-party supervision mechanism, imperfect connection mechanism between "governing by rules" and "rule by virtue", and so on. Therefore, we should design the system from the aspects of system arrangement, ideological and moral education, and supervision system design. To explore the effective and operable concrete countermeasures in the aspects of mutual transformation and the construction of docking mechanism, to promote the same frequency resonance and synergetic power between governing the Party according to rules and running the party with morality, and to form a good situation of "good rules" and "good morals" interacting and promoting each other. To achieve the goal of not perishable, perishable, and perishable, and to maintain the Party's progressiveness and purity.
