【摘要】：信息公開是治理腐敗的重要工具。G省國土資源系統(tǒng)的實(shí)踐探索表明,作為一種技術(shù)手段的信息公開有助于構(gòu)建公眾參與、社會(huì)協(xié)同的外部控權(quán)機(jī)制以及內(nèi)部分權(quán)、科技監(jiān)察的內(nèi)部控權(quán)機(jī)制,從而壓縮國土資源管理決策過程的暗箱操作空間,發(fā)揮對(duì)權(quán)力運(yùn)行的監(jiān)督和制約作用。目前,信息公開仍然存在著選擇性公開、延遲性公開、統(tǒng)一性欠缺和內(nèi)部外部不對(duì)稱等問題,需要進(jìn)一步細(xì)化信息公開目錄、強(qiáng)化政府內(nèi)部管理、優(yōu)化電子系統(tǒng)建設(shè),從而發(fā)揮預(yù)防和遏制腐敗的功能。
[Abstract]:Information publicity is an important tool to control corruption. The practice and exploration of land and resources system in G province shows that the information disclosure as a technical means is helpful to the construction of public participation, the external power control mechanism of social cooperation and the internal decentralization. The internal power control mechanism of science and technology supervision, thus compacting the dark box operation space of the decision-making process of land and resources management, and exerting the function of supervision and restriction on the power operation. At present, there is still selective disclosure and delayed disclosure in information disclosure. Lack of unity and internal and external asymmetry and other problems, it is necessary to further refine the information disclosure directory, strengthen the internal management of government, optimize the construction of electronic system, so as to play the role of preventing and curbing corruption.
