【摘要】：中國共產(chǎn)黨的全面從嚴(yán)治黨有著豐富的理論資源和主要內(nèi)容。在世情、國情、黨情發(fā)生重大變化的情況下,全面從嚴(yán)治黨必須將《中國共產(chǎn)黨章程》(以下簡稱黨章)作為總遵循。從不同維度梳理從嚴(yán)治黨語境下的黨章修改,準(zhǔn)確把握黨章修改過程中從嚴(yán)治黨的特征與趨勢,有助于深入分析黨章與全面從嚴(yán)治黨戰(zhàn)略之間的辯證統(tǒng)一關(guān)系。一方面,黨章是全面從嚴(yán)治黨的根本遵循,黨章指明了全面從嚴(yán)治黨的正確方向,規(guī)范了全面從嚴(yán)治黨的制度體系,明確了全面從嚴(yán)治黨的主體責(zé)任;另一方面,尊崇黨章必須推進全面從嚴(yán)治黨,全面從嚴(yán)治黨實現(xiàn)了黨章引領(lǐng)的價值,保障了黨章的制度效用,維護了黨章的權(quán)威性和嚴(yán)肅性。
[Abstract]:The Communist Party of China's comprehensive and strict administration of the party has abundant theoretical resources and main contents. Under the circumstances of major changes in world conditions, national conditions, and party feelings, We must take the Constitution of the Communist Party of China (hereinafter referred to as the Party Constitution) as the general principle to comprehensively and strictly govern the Party. We must sort out the party constitution amendments under the context of strict party administration from different dimensions, and accurately grasp the characteristics and trends of strict party governance in the process of party constitution revision. It is helpful for in-depth analysis of the dialectical and unified relationship between the Party Constitution and the strategy of overall strict administration of the Party. On the one hand, the Party Constitution is the fundamental adherence to the comprehensive and strict administration of the Party, and the Constitution points out the correct direction for the Party to administer the Party in an all-round and strict manner. It standardizes the system of comprehensive and strict administration of the party, clarifies the main responsibility of administering the party in an all-round and strict manner; on the other hand, respecting the party constitution must promote the comprehensive and strict administration of the party and realize the value of the guidance of the party constitution. Guaranteed the system utility of the party constitution, maintained the authority and seriousness of the party constitution.
