【摘要】：黨的十八大報告中明確提出要"建設(shè)廉潔政治"。建設(shè)并最終建成"廉潔政治"應(yīng)當作為我國反腐敗的終極目標。迄今為止,在理論界、實務(wù)界有關(guān)廉潔政治的研究和運用中,呈現(xiàn)出"只知其用,不知其義"的特點。因此,專門探討廉潔政治的概念并予以明確界定仍是十分必要的。在回顧已有研究和實踐的基礎(chǔ)上,通過實踐、理論及文明史等多視角的辨識之后,本文認為"廉潔政治"就是"廉潔國家",在中國即"廉潔中國"。"廉潔中國夢"是中國夢的重要組成部分。建成廉潔政治有三大標準,即"低水平"、"可持續(xù)"和"零容忍"。腐敗程度、腐敗容忍度等可分別作為這些標準的指標。香港有關(guān)腐敗接觸率、腐敗容忍度的實際調(diào)查數(shù)據(jù)可作為建成廉潔政治的標桿。
[Abstract]:The eighteen Party Congress report clearly put forward to build a clean politics. And the final completion of the construction of clean politics should be the ultimate goal as China's anti-corruption. So far, in theory, practice research and Application about political corruption, showing a "know it, do not know their characteristics" therefore, specially discussed the concept of political corruption and be clearly defined is still very necessary. Based on a review of existing research and practice, through practice, after the identification theory and the history of civilization and other perspectives, this paper argues that "political integrity" is the "national integrity", in which Chinese "clean Chinese." "clean Chinese dream" is an important part of the dream. Chinese built clean politics has three criteria, namely the "low level", "sustainable" and "zero tolerance". The level of corruption, corruption and tolerance can be used as the standard index. Hongkong corruption contact rate, corruption. The actual survey data of tolerance can be used as a benchmark for building a clean and clean politics.
