【摘要】：腐敗問(wèn)題不僅會(huì)對(duì)國(guó)家的經(jīng)濟(jì)建設(shè)產(chǎn)生惡劣影響,同時(shí)也是決定社會(huì)能否穩(wěn)定發(fā)展的關(guān)鍵性因素,只有實(shí)現(xiàn)對(duì)腐敗問(wèn)題的有效解決,開(kāi)展符合國(guó)家發(fā)展的廉政建設(shè)工作,才能為推動(dòng)國(guó)家的可持續(xù)發(fā)展奠定良好的基礎(chǔ)。因此,各國(guó)家均將解決腐敗問(wèn)題作為目前國(guó)家發(fā)展中的首要任務(wù),而政府的廉政建設(shè)作為解決腐敗問(wèn)題的基礎(chǔ)工作,也日益引起了諸多學(xué)者的高度關(guān)注。相較于其他發(fā)達(dá)國(guó)家,新加坡的政府廉政建設(shè)水平較高,其不僅建立了健全的廉政體系,同時(shí)也成功地探索出了符合國(guó)家發(fā)展的反腐倡廉路徑,這也使其成為各國(guó)開(kāi)展廉政建設(shè)的主要學(xué)習(xí)對(duì)象。我國(guó)與新加坡在歷史文化等諸多方面均存在較高的相似性,且由于受到了腐敗問(wèn)題的影響,近年來(lái)我國(guó)的反腐工作雖頗獲成效,但仍始終無(wú)法有效解決。在此社會(huì)背景下,本研究將以新加坡作為研究對(duì)象,重點(diǎn)對(duì)新加坡當(dāng)前的政府廉政建設(shè)開(kāi)展情況進(jìn)行論述,首先分析了我國(guó)的反腐工作存在的問(wèn)題及其成因,包括缺乏對(duì)公務(wù)人員的教育和培訓(xùn)以及反腐工作中缺乏公務(wù)員隊(duì)伍建設(shè)等;其次針對(duì)其廉政建設(shè)開(kāi)展情況進(jìn)行系統(tǒng)性的分析和總結(jié),著重闡述了其當(dāng)前所實(shí)施的構(gòu)建完善有效地監(jiān)督制約體系以及重視并推進(jìn)公務(wù)員隊(duì)伍的法制化建設(shè)等廉政建設(shè)舉措;再次,對(duì)新加坡廉政建設(shè)取得較好社會(huì)成效的原因以及現(xiàn)狀進(jìn)行了深入分析,并總結(jié)為政治主體層面和社會(huì)文化層面兩部分;最后,提出了新加坡政府廉政建設(shè)對(duì)于我國(guó)反腐工作開(kāi)展所帶來(lái)的啟示,期望以此來(lái)為我國(guó)的政府廉政建設(shè)體系的建立提供理論性的支持與幫助,同時(shí)輔以現(xiàn)實(shí)的指導(dǎo)意義。
[Abstract]:The problem of corruption will not only have a bad impact on the country's economic construction, but also be a key factor in determining the stability and development of society. Only by effectively solving the problem of corruption and carrying out the work of building a clean and honest government in line with the development of the country, In order to lay a good foundation for the sustainable development of the country... therefore, each country has made the problem of corruption a top priority in its current national development, and the building of government integrity is the foundation for solving the problem of corruption, Singapore has also attracted increasing attention from many scholars. Compared with other developed countries, Singapore has a relatively high level of clean government construction, and not only has it established a sound clean government system, At the same time, it has also successfully explored the path of combating corruption and advocating a clean government in line with the development of the country, which has also made it the main learning object for all countries to carry out the construction of a clean government. There are high similarities between China and Singapore in many aspects, such as history and culture, etc. Due to the influence of corruption, although the anti-corruption work in China has been quite successful in recent years, it still can not be solved effectively. Under this social background, this study will take Singapore as the research object. This paper focuses on the development of clean government construction in Singapore. Firstly, it analyzes the existing problems and causes of anti-corruption work in our country. Including the lack of education and training for public officials and the lack of civil servants in anti-corruption efforts; secondly, the conduct of systematic analysis and summary on the development of their integrity, Focusing on its current implementation of the construction of a sound and effective supervision and control system, as well as attach importance to and promote the legal construction of civil servants and other clean government construction measures; again, This paper makes a deep analysis of the reasons and present situation of the good social effect of building a clean government in Singapore, and summarizes it as two parts: the political subject level and the social and cultural level; finally, This paper puts forward the enlightenment of the construction of clean government in Singapore to the anti-corruption work of our country, which is expected to provide theoretical support and help for the establishment of the construction system of clean government in our country, and at the same time, it is accompanied by practical guiding significance.
