【摘要】：合署辦公是當(dāng)代中國政治與行政生活中的常見現(xiàn)象,對于協(xié)調(diào)中國特色黨政關(guān)系,優(yōu)化國家治理體系,提升國家治理能力,均有著非常重要的理論與現(xiàn)實(shí)意義。以紀(jì)檢監(jiān)察合署辦公為例,紀(jì)檢監(jiān)察合署辦公避免了權(quán)力運(yùn)行中的功能沖突和相互推諉現(xiàn)象,有助于形成監(jiān)督合力,提升監(jiān)督績效;也有助于精簡機(jī)構(gòu),節(jié)省人力、物力、財力,提升監(jiān)督效率;同時,在合理化中國特色權(quán)力監(jiān)督體系、優(yōu)化監(jiān)督權(quán)配置中的黨政關(guān)系等方面,也發(fā)揮著重要的作用。但合署不等同于簡單的合并和黨政不分,立足于推進(jìn)國家治理體系與治理能力現(xiàn)代化與發(fā)展中國特色社會主義民主與法治的視角,應(yīng)進(jìn)一步探索更為合理、合法、有效的合署辦公模式,完善合署辦公體制,優(yōu)化其在國家治理中的功能方位。
[Abstract]:Office co-location is a common phenomenon in contemporary Chinese political and administrative life. It can coordinate the relationship between the party and government with Chinese characteristics, optimize the national governance system, and enhance the national governance ability. With discipline inspection and supervision office office as an example, the office of discipline inspection and supervision offices avoids the phenomenon of function conflict and mutual prevarication in the operation of power, which is helpful to form the supervision force and improve the supervision performance; It will also help to streamline the organization, save manpower, material and financial resources, and improve the efficiency of supervision. At the same time, in the areas of rationalizing the power supervision system with Chinese characteristics and optimizing the relationship between the party and government in the allocation of supervisory power, But offices are not equal to simple merger and party and government, based on the promotion of national governance system and governance capacity modernization and the development of socialist democracy and the rule of law with Chinese characteristics. We should further explore a more reasonable, legal and effective co-location mode, perfect the co-location system, and optimize its functional orientation in the governance of the country.
