【摘要】：正早在2009年3月,時(shí)任中共中央政治局常委、國家副主席的習(xí)近平在中央黨校春季學(xué)期開學(xué)典禮上就強(qiáng)調(diào)指出,各級(jí)領(lǐng)導(dǎo)干部要提高"同媒體打交道的能力"。那個(gè)時(shí)候提到的"媒體",雖然沒有明確指向網(wǎng)絡(luò)媒體,但眾所周知,2008年、2009年正是中國互聯(lián)網(wǎng)快速發(fā)展、網(wǎng)絡(luò)輿情危機(jī)頻發(fā)的高峰期。在那樣的社會(huì)輿論環(huán)境下,要求領(lǐng)導(dǎo)干部提高"同媒體打交道的能力",顯然更多的是指同網(wǎng)絡(luò)媒體打交道的能力。所謂"打交道",是一種通俗的說法,意為人與人、人與機(jī)構(gòu)、人
