【摘要】:正組織秩序的建立與維護(hù),干部行為的規(guī)范與引導(dǎo),都離不開必要的規(guī)章制度。干部激勵(lì)機(jī)制作為專門針對(duì)干部行為進(jìn)行正向引導(dǎo)和規(guī)范所制定的規(guī)章制度,以"整齊、合乎一定的方式"明確向組織成員傳達(dá)了其所主張和倡導(dǎo)的行為,以及個(gè)體在行為執(zhí)行后所能獲得的正當(dāng)回報(bào)。但正如學(xué)者吳思所言,在現(xiàn)實(shí)社會(huì)中主導(dǎo)個(gè)體行為規(guī)范的規(guī)則并不單純的只是這一公開的制度,在文明規(guī)定的背后還存在著另一套規(guī)則,該規(guī)則并沒(méi)有公開表述的文字,卻廣受認(rèn)可,經(jīng)常被視為更具行為引導(dǎo)性
