【摘要】：社會(huì)救助制度是指國(guó)家通過(guò)立法規(guī)定，當(dāng)公民不能維持最低生活水平時(shí)由國(guó)家和社會(huì)按照法定標(biāo)準(zhǔn)向公民提供一定的資金和實(shí)物以維持他們最低生存需要的一種社會(huì)保障制度。社會(huì)救助制度旨在保障社會(huì)成員的基本權(quán)利，有利于維護(hù)社會(huì)的和諧與穩(wěn)定，因此社會(huì)救助制度也被譽(yù)為社會(huì)保障體系的最后一道安全網(wǎng)。 本論文主要分為六章。第一章為緒論，主要包括國(guó)內(nèi)外研究現(xiàn)狀、選題的目的與意義、選題來(lái)源與研究方法、研究特色與創(chuàng)新之處等。第二章主要為建國(guó)初期中國(guó)共產(chǎn)黨社會(huì)救助制度確立的歷史背景，分為國(guó)際背景與國(guó)內(nèi)背景兩個(gè)部分。第三章是建國(guó)初期中國(guó)共產(chǎn)黨社會(huì)救助制度的確立過(guò)程，本文將這一過(guò)程分為三個(gè)階段：發(fā)展初期、發(fā)展中期、確立時(shí)期。第四章是建國(guó)初期中國(guó)共產(chǎn)黨社會(huì)救助制度的框架體系，這是本文章研究的重點(diǎn)，，從目標(biāo)、規(guī)則、組織管理和設(shè)施四個(gè)方面對(duì)建國(guó)初期（1949—1956年）中國(guó)共產(chǎn)黨社會(huì)救助制度的框架體系加以解析。第五章是建國(guó)初期中國(guó)共產(chǎn)黨社會(huì)救助制度的運(yùn)行模式，從社會(huì)救助資金的籌集與發(fā)放、工作人員的管理和社會(huì)救助動(dòng)員三個(gè)方面對(duì)這一時(shí)期中國(guó)共產(chǎn)黨社會(huì)救助制度的運(yùn)行模式進(jìn)行探討，力求對(duì)建國(guó)初期中國(guó)共產(chǎn)黨社會(huì)救助制度的制度安排以及運(yùn)行機(jī)制有一個(gè)系統(tǒng)的了解。第六部分建國(guó)初期中國(guó)共產(chǎn)黨社會(huì)救助制度確立的優(yōu)點(diǎn)與缺點(diǎn)，這也是本研究的落腳點(diǎn)，以期為今天黨和政府發(fā)展和完善社會(huì)救助制度提供理論借鑒與實(shí)踐指導(dǎo)。
[Abstract]:The social assistance system refers to the national legislation. A social security system in which citizens are unable to maintain a minimum standard of living by the state and society in accordance with legal standards of funding and in kind to maintain their minimum subsistence needs. The fundamental rights of members of society. Social assistance system is regarded as the last safety net of social security system. This paper is divided into six chapters. The first chapter is the introduction, including the current situation of domestic and foreign research, the purpose and significance of the topic, the source of the topic and the research methods. The second chapter is the historical background of the establishment of the social assistance system of the Communist Party of China in the early days of the founding of the people's Republic of China. The third chapter is the establishment process of the social assistance system of the Communist Party of China in the early period of the founding of the people's Republic of China. This paper divides this process into three stages: the initial stage of development and the middle stage of development. Chapter 4th is the frame system of the social assistance system of the Communist Party of China at the beginning of the founding of the people's Republic of China, which is the focus of this article, from the goal to the rules. Four aspects of organizational management and facilities for the early days of the people's Republic of China (1949-1956). Chapter 5th is the operating mode of the social assistance system of the Communist Party of China at the beginning of the founding of the people's Republic of China. This paper probes into the mode of operation of the social assistance system of the Communist Party of China in this period from the three aspects of raising and distributing the social assistance funds, managing the staff and mobilizing the social assistance. The author tries to have a systematic understanding of the system arrangement and operation mechanism of the social assistance system of the Communist Party of China at the beginning of the founding of the people's Republic of China. This is also the foothold of this study, in order to provide theoretical and practical guidance for the Party and government to develop and perfect the social relief system.
