【摘要】：從嚴(yán)治黨是中國共產(chǎn)黨自成立之初始終堅守的黨建原則。在新的歷史起點上,面對世情、國情、黨情的復(fù)雜深刻變化,習(xí)近平總書記總結(jié)從嚴(yán)治黨的歷史經(jīng)驗,考慮黨的建設(shè)現(xiàn)實和未來發(fā)展,提出了全面從嚴(yán)治黨的重要思想,并將其納入“四個全面”戰(zhàn)略布局。本文立足于“四個全面”戰(zhàn)略布局的寬廣視野,沿著歷史的脈絡(luò),以全面從嚴(yán)治黨思想為中心,系統(tǒng)論述了全面從嚴(yán)治黨與其他三個全面的關(guān)系是如何從歷史中走來,又是如何在現(xiàn)實中展開,為新時期在“四個全面”戰(zhàn)略布局背景下繼續(xù)推進(jìn)黨的建設(shè)新的偉大工程提供借鑒。本文根據(jù)這一思路,具體分為五章進(jìn)行系統(tǒng)研究。第一章是緒論。本章通過對全面從嚴(yán)治黨思想國內(nèi)國外相關(guān)研究文獻(xiàn)的大致梳理,把握這一新思想的研究現(xiàn)狀,并在此基礎(chǔ)上提出了從“四個全面”戰(zhàn)略布局這一整體出發(fā)研究全面從嚴(yán)治黨的新視角。緒論指出,研究“四個全面”戰(zhàn)略布局中的全面從嚴(yán)治黨思想,具有重要的理論價值和實際意義,可以豐富和完善中國共產(chǎn)黨的黨建理論,加強(qiáng)黨的建設(shè)理論研究的系統(tǒng)性和整體性,加深人們對共產(chǎn)黨新時期治黨理念的認(rèn)同。第二章論述了全面從嚴(yán)治黨思想的提出。本章認(rèn)為馬克思、恩格斯的無產(chǎn)階級政黨理論、列寧從嚴(yán)治黨的理論與實踐、中國共產(chǎn)黨幾代領(lǐng)導(dǎo)集體積累下來的從嚴(yán)治黨的經(jīng)驗為新時期全面從嚴(yán)治黨思想的提出提供了深厚的理論淵源和歷史基礎(chǔ)。此外,全面從嚴(yán)治黨思想的提出與“四個全面”戰(zhàn)略布局的形成密不可分。只有在全面了解“四個全面”戰(zhàn)略布局的基礎(chǔ)上,才能認(rèn)識到全面從嚴(yán)治黨思想在“四個全面”戰(zhàn)略布局中的關(guān)鍵地位。第三章考察了全面建成小康社會與全面從嚴(yán)治黨的統(tǒng)一。黨的建設(shè)始終以黨領(lǐng)導(dǎo)的偉大事業(yè)為中心,這是中共黨建的重要原則。本章以這一黨建原則為線索,系統(tǒng)梳理了民主革命時期、社會主義建設(shè)與改革開放時期黨的建設(shè)與黨領(lǐng)導(dǎo)的偉大事業(yè)相統(tǒng)一的具體實踐。全面建成小康社會是黨和國家現(xiàn)階段的中心工作,所以全面從嚴(yán)治黨必須圍繞全面建成小康社會展開。本章認(rèn)為全面從嚴(yán)治黨不僅是全面建成小康社會的內(nèi)在要求,更是其戰(zhàn)略保障。全面建成小康社會的順利實現(xiàn)需要通過全面從嚴(yán)治黨加強(qiáng)和改善黨的領(lǐng)導(dǎo);全面從嚴(yán)治黨的具體落實能為全面建成小康社會凝聚強(qiáng)大的群眾力量,提供可靠的組織保證、強(qiáng)大的人才支撐、良好的社會環(huán)境和政治生態(tài)。第四章考察了全面深化改革與全面從嚴(yán)治黨的統(tǒng)一。以改革的精神加強(qiáng)黨的建設(shè)是我們黨充滿生命力的關(guān)鍵所在。本章認(rèn)為中國共產(chǎn)黨歷史方位轉(zhuǎn)變之后,黨的建設(shè)理論也相應(yīng)地進(jìn)行了革新,黨的建設(shè)目標(biāo)、黨的先進(jìn)性理論和黨的執(zhí)政方式的更新都是與時俱進(jìn)加強(qiáng)黨的建設(shè)的重要表現(xiàn)。新時期全面從嚴(yán)治黨與全面深化改革也是在相互促進(jìn)中共同前進(jìn)。全面深化改革是全面從嚴(yán)治黨的重要途徑,同時它也為全面從嚴(yán)治黨提供強(qiáng)大的動力;全面從嚴(yán)治黨為全面深化改革把握正確方向,鞏固群眾基礎(chǔ),提供組織保證和人才支撐。第五章考察了全面依法治國與全面從嚴(yán)治黨的統(tǒng)一。本章認(rèn)為從嚴(yán)治黨的方式在不同的時期各有側(cè)重。革命戰(zhàn)爭時期主要靠理想和紀(jì)律,計劃經(jīng)濟(jì)時期主要是權(quán)威控制和資源壟斷。改革開放之后的新時期,我們黨從嚴(yán)治黨的方式不斷豐富和發(fā)展,不僅繼承了理想和紀(jì)律治黨等歷史經(jīng)驗,而且更加注重依法治黨�，F(xiàn)階段在協(xié)調(diào)推進(jìn)“四個全面”戰(zhàn)略布局的過程中,全面依法治國與全面從嚴(yán)治黨彼此促進(jìn),相互貫通。全面依法治國為全面從嚴(yán)治黨提供根本保障與外部支持,同時也可以鞏固全面從嚴(yán)治黨的黨建成果;全面從嚴(yán)治黨為全面依法治國把握正確方向,保證全面依法治國的實施,為全面依法治國提供堅強(qiáng)領(lǐng)導(dǎo)。
