黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制研究

【摘要】:本研究的基本思路是在系統(tǒng)概括黨的群眾路線產(chǎn)生和發(fā)展的理論淵源和歷史回溯的基礎(chǔ)上,通過對(duì)黨的群眾路線教育實(shí)踐活動(dòng)現(xiàn)實(shí)狀況的探討,詳細(xì)分析黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制的結(jié)構(gòu)要素和系統(tǒng)功能、內(nèi)在機(jī)理和運(yùn)行規(guī)律,結(jié)合新時(shí)期群眾路線進(jìn)一步發(fā)展的客觀要求,構(gòu)建黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制體系,確立其運(yùn)行保障,最后結(jié)合黨在中央蘇區(qū)的歷史上踐行群眾路線的寶貴經(jīng)驗(yàn)教訓(xùn),以“蘇區(qū)干部好作風(fēng)”為分析對(duì)象,將其與黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制理論體系進(jìn)行整合對(duì)照,探討其形成與發(fā)展的社會(huì)心理機(jī)制與心理效應(yīng),同時(shí)積極借鑒中央蘇區(qū)反腐倡廉的成功經(jīng)驗(yàn),從而達(dá)到以史鑒今,推進(jìn)黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制落實(shí)的目的。 具體來(lái)說,本文主要有四個(gè)目的:一是系統(tǒng)概括黨的群眾路線形成與發(fā)展的理論淵源和歷史演進(jìn),把研究建立在堅(jiān)實(shí)的理論基礎(chǔ)和歷史邏輯之中。二是對(duì)新時(shí)期黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制的相關(guān)概念進(jìn)行厘定。如“群眾”、“公民”、“群眾路線”、“長(zhǎng)效機(jī)制”等,這些概念經(jīng)常被人們作為自然而然地理解,而且有時(shí)候還會(huì)與其他概念相混淆。因此,界定這些概念就成為了進(jìn)一步研究的前提。三是以整體性研究為出發(fā)點(diǎn),采用多學(xué)科的視角,借鑒經(jīng)濟(jì)學(xué)、政治學(xué)、社會(huì)學(xué)、心理學(xué)等交叉學(xué)科關(guān)于機(jī)制研究的理論成果,對(duì)黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制進(jìn)行理論構(gòu)建。四是沿著歷史與邏輯的思路,將本文構(gòu)建的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制理論體系與黨的歷史上踐行群眾路線的典范——“蘇區(qū)干部好作風(fēng)”進(jìn)行對(duì)照分析研究,從而為長(zhǎng)效機(jī)制運(yùn)用于新時(shí)期群眾工作的具體實(shí)踐提供可行性的現(xiàn)實(shí)依據(jù)和歷史借鑒。 基于這樣的研究思路,本文具體分為八個(gè)章節(jié):第一章作為導(dǎo)論,從總體上闡述本研究的時(shí)代背景、研究意義、研究現(xiàn)狀、概念界定以及研究思路方法等。第二章系統(tǒng)探討黨的群眾路線產(chǎn)生發(fā)展的理論淵源和歷史演進(jìn),主要論述群眾路線本身形成和發(fā)展的合目的性和合規(guī)律性。第三章著眼于當(dāng)前黨的群眾路線教育實(shí)踐活動(dòng)的進(jìn)展情況、取得的成效和人們的憂思等進(jìn)行現(xiàn)狀描述和客觀分析,為黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制研究提供現(xiàn)實(shí)依據(jù),為進(jìn)一步的研究提供現(xiàn)實(shí)必要性支撐。第四章至第六章具體探討黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制的理論架構(gòu)。其中第四章具體探討黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制的結(jié)構(gòu)與功能,對(duì)長(zhǎng)效機(jī)制的組成要素、互動(dòng)關(guān)系和整體功能進(jìn)行詳細(xì)分析;第五章具體探討黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制的內(nèi)在機(jī)理與運(yùn)行規(guī)律,在形成靜態(tài)結(jié)構(gòu)的基礎(chǔ)上,對(duì)黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制進(jìn)行動(dòng)態(tài)考察,,一方面從主體的角度分析其踐行群眾路線的內(nèi)在心理機(jī)制,另一方面從整個(gè)機(jī)制本身的角度考察其運(yùn)行規(guī)律;第六章具體討論黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制的體系與保障,從現(xiàn)實(shí)需要的角度歸納總結(jié)出由動(dòng)力生成機(jī)制、能力養(yǎng)成機(jī)制、利益實(shí)現(xiàn)機(jī)制、評(píng)價(jià)反饋機(jī)制等四個(gè)二級(jí)機(jī)制組成的長(zhǎng)效機(jī)制體系,并討論其有效運(yùn)行的必要保障。第七章和第八章從借鑒中央蘇區(qū)歷史經(jīng)驗(yàn)的角度,探討當(dāng)前推進(jìn)黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制落實(shí)的現(xiàn)實(shí)舉措。一方面,用上文構(gòu)建的黨的群眾路線教育實(shí)踐活動(dòng)長(zhǎng)效機(jī)制的理論架構(gòu)分析黨在中央蘇區(qū)踐行群眾路線的典范——“蘇區(qū)干部好作風(fēng)”形成和發(fā)展的社會(huì)機(jī)制和心理效應(yīng),借鑒其成功經(jīng)驗(yàn),以推進(jìn)保持黨員干部“為民、務(wù)實(shí)、清廉”優(yōu)良作風(fēng)長(zhǎng)效機(jī)制的形成。另一方面,借鑒中央蘇區(qū)“以德育廉、以法保廉、以民督廉”等長(zhǎng)效反腐機(jī)制的成功經(jīng)驗(yàn),以推進(jìn)當(dāng)前反腐倡廉長(zhǎng)效機(jī)制的建設(shè)。
[Abstract]:The basic idea of this study is to summarize the emergence and development of the party's mass line theory origin and history of the basis, through discussion on the party's mass line educational practice the reality of the situation, the long-term mechanism of a detailed analysis of the party's mass line educational practice structure elements and the function of the system, the internal mechanism and operation rules the objective requirement, combined with the mass line in the new period for further development, construction of the party's mass line educational practice to establish long-term mechanism system, its operation security, finally combining the valuable experience and lessons of party practice in the Central Soviet Area in the history of the mass line, "Soviet cadres good style" as the analysis object, and the party's mass line of educational practice long-term mechanism theory system integration control, to explore the social and psychological effects of its formation and development, and actively learn from the Central Su The successful experience of fighting corruption and building a clean government has achieved the purpose of implementing the long effect mechanism of the party's mass line education practice activities by Shi Jian today.
Specifically, this paper has four main purposes: one is the theoretical origin and historical evolution of the system in the mass line of the party's formation and development, the research is based on solid theoretical basis and historical logic. The two is related to the concept of the new period of the party's mass line educational practice long-term mechanism were determined. "The masses", "citizen", "the mass line", "long-term mechanism", these concepts are often as people naturally understand, and sometimes confused with other concepts. Therefore, this concept has become a prerequisite for further research. Three is the overall research as a starting point, the from the perspective of discipline, economics, political science, sociology, psychology theory study on the mechanism of cross discipline, the long-term mechanism of the party's mass line educational practice four along the theoretical construction. A historical and logical thinking, the "Soviet cadres good style" model and the construction of the theoretical system of Party mass line education practice long-term mechanism in the history of the practice of the mass line for the comparative analysis, so as to provide the feasibility of long-term mechanism for the application of concrete practice in the new era of the masses of realistic and historical reference.
Based on this research, this paper is divided into eight chapters: the first chapter is the introduction, expounds generally the research background, research significance, research status, concepts and research methods. The theoretical origin and historical evolution of the second chapter of the party's mass line development, mainly discusses the mass line forms and purposes of development and regularity. The third chapter focuses on the current progress of the party's mass line of educational practice, and the effect has been made and etc. to describe the status quo and objective analysis, provide a realistic basis for the research on the long term mechanism of the party's mass line educational practice, provide practical necessity support for the further research. The fourth chapter to the sixth chapter discusses the theoretical framework of the long-term mechanism of the party's mass line educational practice.
