【摘要】：人們?cè)谠u(píng)價(jià)腐敗形勢(shì)時(shí)往往將測(cè)量腐敗與測(cè)量反腐敗的指標(biāo)相混合,造成認(rèn)識(shí)上的混亂。本文提出了一個(gè)新的腐敗測(cè)量框架,指出對(duì)腐敗形勢(shì)應(yīng)該從腐敗程度、反腐敗強(qiáng)度和腐敗風(fēng)險(xiǎn)三個(gè)維度分別進(jìn)行評(píng)價(jià)。在總結(jié)中共十八大以來(lái)中國(guó)反腐倡廉建設(shè)舉措和成效的基礎(chǔ)上,本文應(yīng)用這一框架評(píng)價(jià)中國(guó)當(dāng)前的腐敗形勢(shì):總體來(lái)說(shuō)反腐敗強(qiáng)度顯著提高,尤其是在加大懲治力度、強(qiáng)化黨內(nèi)監(jiān)督和完善黨規(guī)體系等方面取得了突出成效,"反腐敗斗爭(zhēng)壓倒性態(tài)勢(shì)已經(jīng)形成";腐敗程度明顯降低,但腐敗現(xiàn)象仍具有集團(tuán)性、日常性、頑固性的特點(diǎn),腐敗"形勢(shì)依然嚴(yán)峻復(fù)雜";腐敗風(fēng)險(xiǎn)仍然處于較高水平,需要通過(guò)進(jìn)一步全面深化改革提升治理水平,反腐敗斗爭(zhēng)仍然具有長(zhǎng)期性、復(fù)雜性和艱巨性的特點(diǎn)。當(dāng)前中國(guó)的反腐敗斗爭(zhēng)正處于關(guān)鍵時(shí)期,經(jīng)濟(jì)轉(zhuǎn)型社會(huì)的腐敗演變"倒U字"形曲線拐點(diǎn)正在出現(xiàn)。
[Abstract]:When people evaluate the situation of corruption, they often mix the measurement of corruption with the index of anti-corruption, which results in confusion in understanding. This paper puts forward a new measurement framework of corruption, and points out that the corruption situation should be measured from the degree of corruption. On the basis of summarizing the measures and effects of anti-corruption construction in China since the 18 National Congress of the Communist Party of China (CPC), the author evaluates the anti-corruption intensity and the corruption risk separately. This paper applies this framework to evaluate the current situation of corruption in China: generally speaking, the intensity of anti-corruption has increased significantly, especially in increasing punishment, strengthening inner-party supervision and perfecting the party's rules and regulations system. "the overwhelming situation in the fight against corruption has taken shape"; The degree of corruption is obviously reduced, but the phenomenon of corruption still has the characteristics of group, daily and obstinate, and the corruption is still severe and complex. The risk of corruption is still at a high level, the need to further deepen the reform to improve governance, the fight against corruption still has a long-term nature. The characteristics of complexity and arduousness. At present, the struggle against corruption in China is in a critical period, and the turning point of the "inverted U character" curve of corruption in the society of economic transition is emerging.
