基層政法干部勝任力培訓(xùn)需求與體系優(yōu)化研究

【摘要】:政法干部是維護(hù)國家安全和社會(huì)政治穩(wěn)定的中堅(jiān)力量,加強(qiáng)政法干部的培訓(xùn),提高其政治業(yè)務(wù)素質(zhì)和執(zhí)法水平,不僅是一項(xiàng)基礎(chǔ)性工作,也是一項(xiàng)長期的戰(zhàn)略任務(wù)。當(dāng)前政法干部培訓(xùn)存在培訓(xùn)目標(biāo)與培訓(xùn)模式不夠協(xié)調(diào)、培訓(xùn)強(qiáng)度與能力提升尚未同步,“訓(xùn)用分離”現(xiàn)象普遍存在,影響著培訓(xùn)的針對(duì)性、實(shí)效性和參訓(xùn)主體的積極性。建立基于勝任力的政法干部培訓(xùn)體系,,根據(jù)崗位性質(zhì)設(shè)計(jì)更具針對(duì)性的培訓(xùn)內(nèi)容,使政法干部由適應(yīng)工作崗位變?yōu)閯偃喂ぷ鲘徫,既能增?qiáng)培訓(xùn)實(shí)效,又能充分調(diào)動(dòng)各方的積極性,進(jìn)而提高基層政法干部培訓(xùn)的科學(xué)性與針對(duì)性。因此,研究基于勝任力的政法干部培訓(xùn)體系具有重要意義。 本文按照“理論分析—現(xiàn)狀剖析—體系構(gòu)建—應(yīng)對(duì)策略”的研究范式,以M市基層政法干部培訓(xùn)為例,在梳理勝任力理論、培訓(xùn)需求分析及評(píng)估方法的基礎(chǔ)上,剖析M市基層政法干部培訓(xùn)現(xiàn)狀,揭示存在的問題并進(jìn)行原因分析,從組織需求、業(yè)務(wù)需求、個(gè)體需求三個(gè)層面對(duì)M市基層政法干部培訓(xùn)需求展開分析,進(jìn)而構(gòu)建基層政法干部培訓(xùn)體系并提出培訓(xùn)效果評(píng)價(jià)指標(biāo)體系和評(píng)價(jià)方法,最后提出了相關(guān)對(duì)策建議。本文的研究結(jié)論為:(1)設(shè)計(jì)并優(yōu)化了M市基層政法干部培訓(xùn)體系;诮M織需求、業(yè)務(wù)需求和個(gè)體需求,從明確培訓(xùn)目標(biāo)、確定培訓(xùn)內(nèi)容、構(gòu)建培訓(xùn)體系、培訓(xùn)實(shí)施策略四個(gè)方面構(gòu)建了較為科學(xué)完備的基層政法干部培訓(xùn)體系。(2)構(gòu)建了M市基層政法干部培訓(xùn)效果評(píng)價(jià)指標(biāo)體系。根據(jù)指標(biāo)體系設(shè)計(jì)的原則,建立了一個(gè)涵蓋知識(shí)、能力和修養(yǎng)等3個(gè)一級(jí)指標(biāo),8個(gè)二級(jí)指標(biāo)、51個(gè)三級(jí)指標(biāo)的政法干部培訓(xùn)效果評(píng)價(jià)指標(biāo)體系,將層次分析法作為培訓(xùn)效果評(píng)價(jià)方法,并設(shè)計(jì)了政法干部培訓(xùn)效果評(píng)價(jià)實(shí)施流程整體框架。(3)提出了M市基層政法干部培訓(xùn)的保障措施。運(yùn)用理論與實(shí)踐相結(jié)合方法,從強(qiáng)化對(duì)培訓(xùn)工作的重視程度、注重培訓(xùn)實(shí)效、精選培訓(xùn)內(nèi)容、擴(kuò)大參訓(xùn)人員覆蓋面、提高干部心理健康素養(yǎng)、做好職業(yè)規(guī)劃等六個(gè)方面提出了推進(jìn)和完善M市基層政法干部培訓(xùn)體系的對(duì)策建議。
[Abstract]:Political and legal cadres are the backbone of maintaining national security and social and political stability. It is not only a basic work to strengthen the training of political and legal cadres and improve their political professional quality and law enforcement level. It is also a long-term strategic task. At present, there is insufficient coordination between the training objectives and the training mode in the training of political and legal cadres, the training intensity and the ability enhancement have not yet been synchronized, and the phenomenon of "separation of training and use" is widespread. It affects the pertinence, effectiveness and enthusiasm of the subject of training. Establish the training system of political and legal cadres based on competence, and design more targeted training content according to the nature of the post. To change the political and legal cadres from adapting to the job into a competent job can not only enhance the actual results of training, but also fully mobilize the enthusiasm of all parties, and then improve the scientific nature and pertinence of the training of political and legal cadres at the grass-roots level. It is of great significance to study the training system of political and legal cadres based on competence. According to the research paradigm of "theoretical analysis-current situation analysis-system construction-coping strategy", this paper takes the training of political and legal cadres at the grass-roots level in M City as an example to sort out the competency theory. On the basis of training needs analysis and evaluation methods, this paper analyzes the status quo of political and legal cadres training at the grass-roots level in M city, reveals the existing problems and analyzes the causes, from the organizational needs, business needs. Three levels of individual demand analysis of the training needs of grass-roots political and legal cadres in M City, and then build a grass-roots political and legal cadres training system and training effectiveness evaluation index system and evaluation methods. Finally put forward the relevant countermeasures and suggestions. The research conclusion of this paper is: 1) designed and optimized the training system of political and legal cadres at the grass-roots level in M city. Based on the organizational needs, business needs and individual needs, the training objectives are clearly defined. Determine the training content and build a training system. Four aspects of training implementation strategy to build a more scientific and complete grass-roots political and legal cadres training system. 2) build M City grass-roots political and legal cadres training evaluation index system, according to the principles of the design of the index system. This paper establishes an evaluation index system of the training effect of political and legal cadres, which covers three primary indexes, including knowledge, ability and accomplishment, eight second-level indicators and 51 third-level indicators, and takes the Analytic hierarchy process as the training effect evaluation method. And designed the overall framework of the implementation process of evaluation and implementation of the effectiveness of political and legal cadres training framework. 3) put forward the M City grass-roots political and legal cadres training security measures, using the combination of theory and practice. From strengthening the degree of attention to the training, pay attention to the actual results of training, select the training content, expand the coverage of the participants, improve the mental health literacy of cadres. This paper puts forward some suggestions on how to promote and perfect the training system of political and legal cadres in M City from six aspects, such as doing a good job planning.
