【摘要】：在延安時期,中共立足于陜甘寧邊區(qū)并領(lǐng)導(dǎo)陜北地區(qū)的革命斗爭,在邊區(qū)建設(shè)和革命的實踐中成功完成了馬克思主義的中國化,在政治建設(shè)、經(jīng)濟建設(shè)、文化繁榮和社會改造方面都取得了成功,倡導(dǎo)和鞏固了世界尤其是亞洲的反法西斯統(tǒng)一戰(zhàn)線的建立,推動了黨內(nèi)團結(jié),改變了黨員領(lǐng)導(dǎo)干部知識水平低、素質(zhì)普遍不高的局面,發(fā)展和傳承了黨的優(yōu)良傳統(tǒng)和作風(fēng),特別是探索完善了黨內(nèi)民主,嚴肅了黨內(nèi)政治生活,真正做到了“嚴”為基礎(chǔ)、“治”為關(guān)鍵,實現(xiàn)了思想建黨和制度建黨雙管齊下、同步發(fā)力。在將邊區(qū)政府建設(shè)成廉潔政府的目標導(dǎo)向下,邊區(qū)相繼建立完善了以反腐倡廉為核心的法規(guī)體系,令法律面前無特權(quán)的原則深入人心,特別是在“整風(fēng)運動”中,以“懲前毖后,治病救人”為原則開展了正確、認真的批評與自我批評。嚴格干部隊伍建設(shè),開展學(xué)習(xí)教育、紀律建設(shè)、干部培訓(xùn)等多種方式的組織建設(shè),對中共歷史上錯誤的思想和傾向進行批判和清算,進而有力地促進了黨內(nèi)思想的統(tǒng)一,極大地維護了黨的團結(jié)統(tǒng)一,密切黨同人民群眾的血肉聯(lián)系,厲行廉潔政治,體現(xiàn)“從嚴治黨”的理念、路徑和歷史作用,形成了“十個沒有”的良好黨風(fēng)、政風(fēng)和社會風(fēng)氣,讓“只見公仆不見官”蔚然成風(fēng),成為中國共產(chǎn)黨建黨九十多年歷史中一道靚麗的風(fēng)景。處于新的歷史條件下,全黨上下面臨著治理現(xiàn)代化和提高執(zhí)政能力等諸多要求,結(jié)合習(xí)近平總書記“四個全面”戰(zhàn)略布局中“全面從嚴治黨”這一提法,重新梳理和研究延安時期從嚴治黨的經(jīng)驗和啟示,就有了極其重要的歷史意義和現(xiàn)實意義。通過大量閱讀關(guān)于延安時期、從嚴治黨兩個方面的書籍、論文,我們發(fā)現(xiàn)關(guān)于延安時期的研究,主要集中在延安時期的經(jīng)濟、政治和文化方面,即使是研究延安時期的黨建工作,也大多是集中在對延安時期建黨規(guī)律的研究和探索,專門研究從嚴治黨的文章并不多。通過對從嚴治黨思想脈絡(luò)的梳理,我們可以發(fā)現(xiàn)這一思想是在管黨治黨的實踐中逐步形成和發(fā)展起來的。從縱向的歷史視角考察中共從嚴治黨思想,我們可以清晰地看到從嚴治黨思想初步形成于革命戰(zhàn)爭年代,繼續(xù)發(fā)展成熟于延安時期。在中國共產(chǎn)黨領(lǐng)導(dǎo)革命、建設(shè)和改革的進程中,黨在延安時期的局部執(zhí)政在黨的歷史上具有劃時代的意義,結(jié)合具體情況歷史地看待中共從嚴治黨的具體舉措和經(jīng)驗,對于新形勢下推進全面從嚴治黨具有現(xiàn)實意義。本文擬從從嚴治黨的理論基礎(chǔ)和現(xiàn)實原因切入,剖析延安時期中共以“嚴”為基礎(chǔ)、“治”為關(guān)鍵開展從嚴治黨這一運動,對從嚴治黨的三個路徑進行分析探究,進而總結(jié)和提煉延安時期從嚴治黨的歷史作用和啟示。在這一基礎(chǔ)上,對當前全黨嚴肅黨內(nèi)政治生活、貫徹全面從嚴治黨部署進一步展開思考,這也對我們當前建立“一個好的政治生態(tài)”有所助益。
[Abstract]:During the Yan'an period, the CPC established itself in the Shensi-Kansu-Ningsia Border region and led the revolutionary struggle in the Northern Shaanxi region, and successfully completed the Sinicization of Marxism, political construction and economic construction in the border area construction and the practice of revolution. Both cultural prosperity and social transformation have been successful, advocating and consolidating the establishment of the anti-fascist United front in the world, especially in Asia, promoting inner-party unity, and changing the low level of knowledge among party members and leading cadres. The situation of generally low quality has developed and inherited the fine tradition and style of the Party, especially explored and perfected the inner-party democracy, serious political life within the Party, and really achieved "strict" as the foundation and "governing" as the key. Under the goal of building the government of the border region into a clean government, the border region has established and improved the law system with anti-corruption as the core. In the "rectification movement," the principle of "learning from past mistakes to avoid future ones and curing the sick and saving people" has been carried out correctly and conscientiously and through self-criticism, and the construction of the contingent of cadres has been strictly enforced. To carry out study and education, discipline building, cadre training and other ways of organization and construction, to criticize and clear the wrong ideas and tendencies in the history of the Communist Party of China, and then to promote the unity of inner-party thinking. It has greatly safeguarded the unity and unity of the party, close the blood and flesh ties between the party and the masses of the people, strictly carried out clean politics, embodied the idea, path and historical function of "strictly governing the party", and formed a good party style of "ten no". The style of government and social ethos made "seeing only public servants and not officials" become a beautiful scenery in the history of the CPC's 90 years' history, and it was under the new historical conditions. The whole party is faced with many demands, such as governing modernization and improving the ruling ability, combined with General Secretary Xi Jinping's "comprehensive" strategic layout of "comprehensively strictly governing the party". Combing and studying the experience and enlightenment of strict administration of the Party in Yan'an period, it has extremely important historical and practical significance. Through reading a large number of books and papers on the two aspects of Yan'an period, strict administration of the Party. We find that the study of Yan'an period mainly focuses on the economic, political and cultural aspects of the Yan'an period, even the study of the Yan'an period of the party building work. Most of them focus on the study and exploration of the law of party building during the Yan'an period, and there are not many articles devoted to strict administration of the party. Through combing the thread of the thought of strict administration of the party. We can find that this thought is gradually formed and developed in the practice of governing the Party and ruling the Party. We can clearly see that the thought of strict administration of the party was initially formed during the revolutionary war and continued to mature during the Yan'an period, and in the course of the revolution, construction and reform led by the Communist Party of China. The partial administration of the Party during the Yan'an period is of epoch-making significance in the history of the Party. The concrete measures and experiences of strict administration of the Party by the Communist Party of China are viewed in the light of the specific circumstances. It is of practical significance to push forward the comprehensive and strict administration of the Party under the new situation. This paper intends to analyze the "strictness" of the Communist Party of China in Yan'an period from the theoretical basis and practical reasons of strict administration of the Party. "governing" is the key to carry out the movement of strict administration of the party, to analyze and explore the three paths of strict administration of the party, and then summarize and refine the historical role and enlightenment of strict administration of the party during the Yan'an period. It is helpful for us to establish "a good political ecology" at present by thinking about the whole party's serious inner-party political life and carrying out the arrangement of managing the party strictly in an all-round way.
