【摘要】：黨的十八屆四中全會明確提出了要加強黨內(nèi)法規(guī)制度建設(shè)的重要任務。在新的歷史條件下,適應依法治國、依法執(zhí)政、依規(guī)管黨治黨以及推進國家治理體系和治理能力現(xiàn)代化的總體要求,加強黨內(nèi)法規(guī)制度建設(shè),應堅持正確方向、問題導向、法治思維、從嚴治黨的方針和科學統(tǒng)籌的方法,堅持黨章在管黨治黨中的統(tǒng)領(lǐng)地位,圍繞黨內(nèi)法規(guī)制度建設(shè)的重點進行突破,提高立法建制的質(zhì)量以及增強黨內(nèi)法治制度的執(zhí)行力。
[Abstract]:The fourth Plenary session of the 18 CPC Central Committee clearly put forward the important task of strengthening the construction of laws and regulations within the Party. Under the new historical conditions, we should adapt to the rule of law and rule by law. According to the overall requirements of regulating the Party governing the Party and promoting the modernization of the national governance system and governance ability, we should adhere to the correct direction, problem-oriented and rule by law thinking in strengthening the construction of the inner-party laws and regulations system. We should adhere to the principle of strict administration of the party and the method of scientific coordination, uphold the leading position of the party constitution in governing the party, and make a breakthrough around the key points in the construction of the party's laws and regulations. Improve the quality of the legislative system and strengthen the implementation of the rule of law system within the party.
